A.  Responsibilities
The M&E Officer is responsible for:
  • Ensure that field work (Cash for work programming) takes place according to GIZ regulations, internal procedures and with cost effectiveness,
  • Monitoring on a daily basis all projects for cash for work, including random field visits, spot checks etc.,
  • Is capable of setting up, and ensure adequate reporting mechanisms together with the M/E Officer, the Head of Sub office, the M/E Officer at the Mission office (Dohuk) the ERC Liaison office, Directorates and other stakeholdrs,
  • Is capable of designing – and conducting focus group discussions, surveys (according to statistical methodologies, quantitative and or qualitative),
  • Has superior knowledge of using data bases, can setup and maintain these, and
  • Is capable of designing and facilitating trainings of governmental staff, other high ranking officials etc.
B.Tasks
  • Core scope of tasks The M&E Officer is responsible for
  1. Ensure that an adequate routine is setup for monitoring on-going field work by ensuring the setup of – and control with/of beneficiary selection, work load etc., and report these findings to the relevant in-house GIZ sections (M/E, HoO etc.).,
  2. Will assist the Head of M/E Dohuk in planning – and designing surveys, Focus group discussions and other monitoring and evaluating mechanisms, according to agree upon standards,
  3. Will assist the Head of Office and specifically the M/E section in Dohuk in maintaining data bases for the Cash work programme,
  4. Is capable of facilitation and designing of trainings for governmental partners, NGO partners and other stakeholders directly involved in the programme.
  5. B. 6) Any other ad-hoc duties deemed necessary by the Head of Sub office or the M/E section in Dohuk.
 
  • Knowladge Management
  1. The M/E officer is bound by the rules and regulations pertaining knowledge management setup by GIZ, and will at any given time ensure adequate protection of beneficiaries and their households, other parties and stakeholders involved in the programme.
 
 
  • Other duties/additional tasks
  1. The M/E officer will from time to time be involved in conducting other tasks deemed necessary by the Head of Sub office, including assisting on planning for delegations, press material, reporting to GIZ Head of Mission, Dohuk, site visits etc.
 
Required qualifications, competencies and experience Qualifications
 
  • Bachelor degree in social/political/economic or IT related sciences from a recognized university,
  • Minimum 2-3 years’ experience working in the Humanitarian/and/or development sector, preferably with an international NGO, UN or bilateral institution in the field of refugees/IDPs,
  • Specific experience in working with surveys, quantitative, qualitative methodologies, evaluations and designing of monitoring tools,
  • Specific experience in working with data bases, including designing and setup up of systems, in close coordination with the GIZ Mission office in Dohuk,
  • Excellent data base operator,
