Monitoring & Evaluation Manager

Main Duties & Responsibilities:
  • Providing guidance and directions to the M&E assistant to ensure all activities are carried out in accordance with the M&E Scope of Work;
  • Ensuring that the M&E data collected verified the program outputs as per the grant requirements;
  • Supervising assessments, analyzing data and maintaining the integrity of the data by ensuring that all
  • information is captured within an appropriate datasheet and reports are provided in a usable format;
  • Working closely with the Program Director to ensure that all the Objectives and Immediate Results of
  • the program are met leading to achieving the overall goal;
  • Maintain continuous dialogue with relevant UNHCR field staff to evaluate risks and follow up on risks and risk mitigation measures.
  • Developing/ improving monitoring and evaluation forms and train the M&E staff on how to use them;
  • Conduction continuous monitoring, evaluation post project evaluation and activities by field visits,
  • meeting with stakeholders, interviews with beneficiaries, surveys and assessments;
  • Conducting training sessions to the program staff on the M&E aspects and information;
  • Preparing TOR for external evaluations if so required and follow up the process as per need;
  • Assisting the Program Director in writing and producing different reports;
  • Highlighting the achievements of QANDIL as per partner’s requirements;
  • Attending meeting/workshops with donors or UN agencies, as and when required by the Program Director;
  • Assist the Program Director in improving/ building the capacity of QANDIL staff and units based on the needs;
  • Any other task might be requested by Program Director or Country Director as per QANDIL’s need.

 
Required Qualification & Skills:
  • Bachelor Degree in Project Management or Social Science, Master degree is preferred;
  • A progressive experience in providing support for monitoring and evaluation required, preferably in an
  • international setting. Work experience as Monitoring and Evaluation specialist is desirable.
  • Experience in leading, motivating and managing national staff;
  • Fluency in English language is essential;
  • Ability to design M&E tools, surveys and evaluations;
  • Demonstrated ability to train and build capacity of others;
  • Strong interpersonal skills and managerial capacity;
  • Accountability – takes responsibility for action and manages constructive criticisms;
  • Continuous Learning – promotes continuous learning for self and others;
  • Performance Management – Adaptable, innovative, and ability to work well under pressure;

  • Willingness to frequently travel to the field across Kurdistan Region & Iraq.

 
We offer:
  • Gross Salary: 4,500 USD/ month. Lump sum that includes basic salary, expected accommodation costs, mission hardship and international transportation allowances; 
  • Tax to the governmental tax department which will be deducted from staff’s gross salary according to KRI Taxation Law; this sums up to about 125 USD/month when the gross salary is 4,500 USD/month;
  • QANDIL will assist and handle the legal documents by a lawyer. The average price ranges 400 USD – 600 USD/ month depending on your accommodation location and standard.
 
Other benefits:
  • 600 USD welcome package to cover your immediate accommodation until you find a suitable residence;
  • Reimbursement cost up to 500 USD for one-time flight ticket during employment contract;
  • Costs for residency card and visa fees;
  • Life and Medical Insurance (valid worldwide);
  • 50 USD per month on top of gross salary to cover costs for international money transfer;
  • Transportation to/from your residence during the working hours and a QANDIL Vehicle (without driver) will be available to be used by the expats after working hours’ movements (subject tolocal driving permit regulations and QANDIL) policies;
  • Communication Allowance: Mobile phone, Sim-card and prepaid scratch cards will be covered by QANDIL Organization for working calls during your assignment;
  • Internet modem and prepaid scratch cards will be covered by QANDIL Organization for work related calls, QANDIL assignments and reasonable personal use;
  • Annual Leave and Vacation: 30 paid days/annum as an annual leave, 30 paid days/annum in case of certified sick leave and 15 days/annum unpaid leave, in addition to the official public holidays which would be announced by QANDIL organization in advance, however, the entitlement for the annual leave will only be affective after successful completion of probation period;
  • R&R: Five working days after every three months work (travel costs will not be covered by QANDIL);
  • Per diem when travel within Kurdistan Region of Iraq and to Ninawa governorate.
