Main Duties & Responsibilities:

Providing guidance and directions to the M&E Officers to ensure all activities are carried out in accordance with the M&E unit Scope of Work;

Ensuring that the M&E data collected verified the program outputs as per the grant requirements;

Supervising assessment, analyzing data and maintaining the integrity of the
data by ensuring that all information is captured within an appropriate
datasheet and reports are provided in a usable format; -
Working closely with the Country Director and Program Director to ensure
that all the Objectives and Immediate Results of the program are met
leading to achieving the overall goal; -
Developing/ improving monitoring and evaluation forms and train the M&E
staff on how to use them; -
Conduction continuous monitoring, evaluation post project evaluation for
QANDIL projects and activities by field visits, meeting with stakeholders,
interviews with beneficiaries, surveys and assessments; -
Conducting training sessions to the QANDIL program staff on the M&E
aspects and information; -
Preparing TOR for external evaluations if so required and follow up the
process as per need; -
Assisting the Country Director in writing proposals for submission to donors.

Task will require writing in different aspects related to the proposal such as
problem statement and analysis, program description, objectives, activities,
work plan and time line, etc; -
Assisting the Country Director in writing and producing different reports;

Highlighting the achievements of QANDIL as per donor requirements;
-
Attending meeting/workshops with donors or UN agencies, as and when
required by the Country Director; -
Assist the Country Director in improving/ building the capacity of QANDIL
staff and units based on the needs; -
Assist the Country Director in QANDIL’s expansion to development/software
projects; -
Any other task might be requested by Country director as per QANDIL’s need.
Required Qualification & Skills:

Bachelor Degree in Project Management or Social Science, Master degree is preferred;

Minimum five years experience in the same position or UN agency and INGO in a post-conflict country is required;
-
Experience in leading, motivating and managing national staff;
-
Fluency in Kurdish & Arabic Languages, English Language is essential;
-
Ability to design M&E tools, surveys and evaluations;
-
Demonstrated ability to train and build capacity of others;

Strong interpersonal skills and managerial capacity;
