Responsibilities
The Advisor for the action field ‘Approaches to Peacebuilding’ is responsible for:
-
ensuring adequate monitoring and reporting mechanisms in cooperation with the M&E Manager, relevant project staff and implementing partners and reports to Head of Component.

ensuring that the partners implement the activities according to the contractually agreed standards (e.g. utilize agreed selection criteria, ensure appropriate working conditions for beneficiaries etc.)
-
supporting internal knowledge management and ensures that the data repository is managed and is up to date. This includes reporting from partners, templates, data management system, lessons learnt and others
-
planning and executing surveys, focus group discussions and other monitoring and evaluation mechanisms
-
maintaining databases for the provided beneficiary with starter kits, and Livelihoods agriculture programme
-
any other ad-hoc duties deemed necessary by the Head of Component or his designee
Tasks
Monitoring advisory of the partner institution(s)
The M&E Advisor
-
monitors on a daily basis all livelihoods projects for socio-economic support, including field visits, spot checks etc.
-
travels to target areas in Anbar several times a week and works independently and in close collaboration with partners
-
applies and supports the designing of M&E tools, such as focus group discussions, surveys, quantitative and qualitative approaches
-
supports the preparation of sound, accurate and professional reporting as required
-
attends meetings with implementing partners (INGOs, NNGOs) and shares their results
-
draws up reports and presentation documents
-
prepares appropriate input for various monitoring reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
-
assists with research activities and studies on monitoring issues which benefit joint programmes
-
performs other tasks as assigned
Coordination tasks
The M&E Advisor
-
assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
-
coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
-
compiles the relevant information for joint activities and assignments
-
handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Required qualifications, competences and experience
-
academic degree (MSc) in relevant field, but not exclusively, such as Monitoring and Evaluation, Political Sciences, Business administration
-
at least 5 years of professional experience in monitoring and evaluation, preferably in Anbar
-
proven work experience in international development cooperation and / or (I)NGOs, political entities, civil society organisations is an advantage
-
management experience of small teams or contractors is an advantage
Other knowledge, additional competencess
-
very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
-
fluent written and oral knowledge of English and Arabic, German language skills are an advantage
-
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
