Chemonics International seeks applications from qualified candidates for the position of Micro, Small, and Medium Enterprises (MSME) Advisor for the USAID Iraq Durable Communities and Economic Opportunities (DCEO) Project. This position will be based in Baghdad, Iraq. The MSME Advisor is part of the DCEO’s technical advisory team and provides technical support to program design and implementation.  
 
Responsibilities include:
  • Responsibility for providing technical assistance to ensure that Objective 2 activities are designed and implemented with a high degree of technical quality, with a particular focus on the development and expansion of MSME.
  • Provide technical input into task order activity design, activity implementation, and activity monitoring and reporting – focusing on support to MSMEs.
  • Oversees the work of the Private Sector Networks Adviser and ensures smooth integration of Private Sector Networks support and development with inputs and support to MSME.
  • Ensures Objective 2 activities across task orders are designed and implemented in a consistent and complementary way from a technical perspective, informed by the enterprise competitiveness model. 
  • Contributes to appropriate implementation of program strategy, periodic technical assessments and research products as directed by supervisor. 
  • In collaboration with other DCEO staff, identifies program opportunities amongst MSMEs and potential local partners.
 
Qualifications:
  • Bachelor’s degree or greater, preferably in a field related to business or economic development
  • Direct, demonstrable experience working with or in the Iraq business sector
  • Clear understanding of binding constraints at the enterprise (MSME) level in a localized manner
  • Experience providing technical advice and support to MSMEs and/or managing programs to reduce constraints to MSMEs, support their expansion, including hiring
  • Previous experience managing other technical staff and integrating work in a team environment
  • Detailed knowledge economic, political, social, and cultural dynamics in Iraq
  • Strong interpersonal skills and demonstrated ability to motivate staff, partners, and others
  • Knowledge of USAID project management policies, procedures and reporting  requirements helpful
  • Fluency in English and Arabic language required
