Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well
as to improve the health conditions of the targeted population.
 
Accountabilities:
  • Support the Medical Coordinator on monitoring, supervising and evaluating the implementation of medical activities in the mission’s projects, visiting projects and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service.
  • Assisting in the collection of information on national health policies (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects
  • Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes
  • Supporting and supervising the projects teams and participating in the management of the medical team in the capital (Training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and active participation in the development of the projects
  • Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager.
  • Organizing the start-up, inventory and management of operational medical library according to the classification plan
  • Participating in the data collection from the projects as well as participation in the preparation of monthly, quarterly and annual reports and organizing · data archiving and medical reports in the project
  • Performing other duties at the request of Medco (exceptional strengthening of a field team, involvement in evaluations, temporarily covering gaps, etc.)
MSF Context Specific Accountabilities:
  • Helping and supporting in the prepartion of monthly medical report, and other health report.
  • Following up the medical data in the DHIS2, and give support in this subject to the field when needed.
  • Supporting in data management and medical data analysis, and medical data study.
  • Helping and supporting the field in the technical medical part in case of need.
  • Networking and communications with other actors in the health sector, like other MSF sections, UN agencies, other NGOs, and MOH and DOH.
  • Receiving, following, and managing the national health reimbersments forms and invoices, and helping the MedCo in the reimbersment process.
  • Be able to brief new expat on the mission in general and on the project activites as well as on the expat healthin Iraq
  • Supporting and following up the vaccinations of the international and national staff which are needed in case of traveling inside Iraq or outside Iraq.
  • Be a focal medical person for expat health inside the country and in case of the Medevac support the medco during a Medevac.
  • As part of the coordination team be part of the planning and of the implementation of the advocay strategy for Iraq
Specific requirements for the role:
  • Essential: Medical Doctor Degree. Or equivalent in a related allied health
  • Desirable: Training and/or experience in Public Health and Emergency.
  • Authorisation to practice medicine in Iraq: MD association card or DoH card
  • Essential: Minimum 2 year of experience as a medical doctor worked with MSF of other NGO
  • English, and Arabic mandatory, knowledge of Kurdish an asset.
  • Essential computer literacy (word, excel ,internet)
  • Commitment, Flexibility, Result and Quality Oriented and people management and development.
