full potential by tackling the causes of poverty and injustice. World Vision - Iraq Office is

looking for a highly qualified and motivated person for the position of MEAL Officer- Kirkuk

PURPOSE OF POSITION:

The MEAL Monitoring, Evaluation, Accountability, and learning officer is responsible for

managing operations of the fragile context projects with a functional MEAL system to support

program management and accountability functions. He/she contributes toward the relevance,

effectiveness and efficiency of World Vision programming and will ensure that the project team

that they work in is constantly striving to meet the World Vision Program Accountability

Framework standards (Information Provision, Consultation, Participation, and Community

Feedback), LEAP (Learning through Evaluation with accountability and planning) requirements

and donor MEAL requirements.

MAJOR RESPONSIBILITIES:

 Manage the implementation of project specific MEAL plans in alignment with the donor and

the World Vision DME and Accountability framework.

 Manage the identification and design of appropriate tools, formats, and procedures of

operational monitoring at each level of the objective hierarchy, including Post Distribution

Monitoring, Onsite Monitoring Surveys among others.

 Produce draft reports as per MEAL plan’s reporting schedule and in accordance with

approved HEA reporting formats.

 Manage an updated inventory of indicators for project indicators and monitoring activities.

 Assist in the preparation of terms of Reference, design and costing of baseline, evaluations

and needs assessment surveys and provide direct support for the exercises.

 Collaborate with implementing staff and stakeholders to develop feasible and effective

discussion events where MEAL data are analyzed, and programming action is agreed upon.

 Assist in organizing training on MEAL functions for capacity development and awareness

among relevant World Vision staff.

 Provide support to external consultants and individuals subcontracted to implement special

surveys or studies required for evaluating project effects and impacts.

 Conduct coaching for performance with MEAL assistants and enumerators.

 Provide supervision for MEAL assistants.

KNOWLEDGE, SKILLS AND ABILITIES:

 A degree in social sciences, nutrition, statistics, or development studies.

 At least two year of relevant work experience in a supervisory level.

 Fluent in speaking Kurdish, Arabic and English.

 Turkmani language is an advantage.

 In-depth SPSS, CsPro, and Excel knowledge; and information dissemination software

 Good report writing and information dissemination skills.

 Good knowledge of and experience with humanitarian guidelines and principles

 Good contextual knowledge of local community and social/cultural constraints, realities

and organizational relationships for effective project design and implementation

 Communicates with integrity to different stakeholders- good interpersonal skills with

people across a wide social range including project beneficiaries/community members,

other WV staff/managers, government officials etc.

 Good human resources management skills.

 Ability to travel/be based too/in project sites as needed.

 Ability to organize and facilitate capacity building/ enhancement for staff.

 Ability to verify data quality.

 Detail oriented.

 Inspires trust within/outside of the organization.

 Develops high levels of credibility and accountability.

 Stays open to internal feedback.

 Understands the application of policy and the impact of decisions.

 Agrees with World Vision’s mission, vision and core values.

 Finds fulfilment in work through creativity, risk management initiative, and innovation,

and encourages the same in colleagues.

 Experience in design and implementation of MEAL systems; including qualitative and

quantitative approaches to assessment and monitoring.

 Experience in participatory assessment, monitoring and evaluation, training and

facilitation, data processing or analysis.

Travel and/or Work Environment Requirement

 Work will be based in Kirkuk with frequent travels to other Iraqi governorate mostly

(Erbil, Sulimanyah, Kirkuk , Salah-Aldeen).
