PURPOSE OF POSITION:
This Purpose of Position will be used in the WVI or local Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences.   • Under the supervision of the Chief of Party (based in Amman), oversee implementation of the KRI component of the Madad Youth Resolve Programme
  • Work with partners and World Vision Staff to ensure programme objectives are delivered on time and to a high quality
  • Ensure that programme funding is spent in-line with donor regulations and the conditions set in the contract and partner MoUs
  • Identify issues with programme quality and escalate issues to the Madad Chief of Party and KRI operations team. Implement agreed solutions
  • Collate programme and financial data from partner and World Vision Staff. Draft high quality  programme reports for the Chief of Party
  • Represent the Madad Youth Resolve Consortium at relevant working groups and aid coordination for a and serve as lead consortium representative with EU Delegation in Lebanon.

MAJOR RESPONSIBILITIES:
Major Activities
General Responsibilities
  • Manage the operations of the assigned project
  • Ensure coordination with all other local and international actors
  • Prepare detailed planning and reporting of project activities
  • Organize administrative and financial matters related to the project activities
  • Monitor and evaluate ongoing activities and report on unmet needs and gaps
  • Perform regular monitoring site visits
  • Evaluate and mentor the staff
  • Assess staff training needs
  • Coordinate with the WV Jordan team;
  • Create and maintain comprehensive project documentation
  • Ensure that all project goals and activities are delivered on-time, within scope and within budget
  • Coordinate and supervise local partner activities
  • Represent WV activities regarding the project as requested
Activities implementation
  • Coordinate and supervise all project activities in close collaboration with the Chief of Party, Operations Manager and technical advisors
  • Conduct monthly coordination meetings with staff and write minutes
  • Evaluate and propose new activities
  • Promote good practices and incorporate lessons learnt into project implementation
  • Prepare and update the timetable and work plan of activities under the project
  • Actively participate in coordination meetings as needed
Finance/Admin
  • Assess procurement needs, coordinate and supervise the correctness of WV finance/admin procedures in line with the donor and in close collaboration with the Finance and Logistic/Procurement Manager
  • Ensure that soft and hard records are kept for all procurement contracts (services, goods, works)
  • Supervise spending and ensure timely project payments
  • Monitor expenditure, budgets and expenses. Track activities for the project. Address under/over expenditure as necessary
  • Coordinate the payment of regular expenses, payment schedules and installments to contractors and partners related to the project
  • Prepare monthly financial planning related to the project
Learning & Reporting   
  • Organize and ensure a timely, properly written monthly report
  • Prepare project narrative and financial reports
  • Propose new activities according to identified needs and suggest solutions for problems encountered with activities/ budget/work plan/human resources, discuss them with the Chief of Party and country teams. Participate in decision making process
  • Promote good practices and incorporate lessons learnt into project implementation
  • Lead regular lesson learnt events and programme reviews (as per need) with consortium partners including World Vision.
Coordination and Networks
  • Lead coordination with all other local and international actors
  • Conduct monthly coordination meetings with partner staff including World Vision
  • Actively participate in coordination meetings with donor, sector working groups and aid coordination fora, as needed
 
KNOWLEDGE, SKILLS AND ABILITIES
  • Proven working experience in project management
  • Familiar with core principles of Children Rights, Child Protection, Participation, Do No Harm, Sphere
  • Knowledge of and adherence to the Child Protection Standards,
  • Experience with  child protection and/or education; background in dealing with children and youth is a plus
  • Considerable knowledge and experience with budgets and procurement processes
  • Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management
  • Ability to work independently and as part of a  diverse team
  • Highly organized and ability to multi-task
  • Very good and efficient communicator
  • Good interpersonal skills, Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina
  • Flexible to work in field locations, able and willing to travel to the area of operation on a regular basis to meet the project requirements
  • self-motivated, positive attitude and with a willingness to learn
  • Ability to recognize problems and solve them efficiently
  • Ability to cope and work under pressure
  • Computer literate mainly in Microsoft Office package
 
Minimum education, training and experience requirements to qualify for the position:
  1. MBA degree or BA in relevant field to economics or management experience with 3 years of outstanding experience
  2. Proven ability to develop and communicate a common vision among diverse partners
  3. Experience in working with procedures
  4. Excellent organizational, analytical skills
  5. Strong interpersonal skills
  6. Proven ability to manage stakeholders
  7. 4 years of experience in an INGO or International Development Agency
  8. 2 years of professional experience in private sector
  9. Fluency in English mandatory, Kurdish and Arabic desired
  10. Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management
  11. Ability to work independently and as part of a  diverse team
  12. Highly organized and ability to multi-task
  13. Very good and efficient communicator
  14. Good interpersonal skills, Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina
  15. Flexible to work in field locations, able and willing to travel to the area of operation on a regular basis to meet the project requirements
  16. Computer literate mainly in Microsoft Office package
  17. 2 year of experience in working with recruitment company
  18. The position requires being in one of the WV KRI Duhok office
  19. The position requires ability and willingness to travel domestically and internationally up to 25% of the time.  
  20. Be prepared to travel to implementation sites and regional, global meetings as required.
