In cooperation with the Iraqi Ministry of Planning, RePLECA is working at the governmental level with the Directorate of Agriculture, Directorate of Water ResouThe Restoration of Peace, Livelihoods and Economic Cycles in Anbar (RePLECA) Programme is implemented by the Iraqi Ministry of Planning of Iraq and local partners with the support of GIZ, acting on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The current program phase is from December 2019 to June 2022.
RePLECA focusses on stabilizing and improving rural livelihoods for most vulnerable groups in Anbar Governorate by rehabilitating productive infrastructure, providing agricultural inputs, engaging in capacity development, facilitating access to public services and supporting local peace processes. The project’s goal is to improve livelihood perspectives in the agricultural sector along the whole value chain from seed to consumption and to contribute to peaceful coexistence between and within communities. The project follows three main objectives:

Promotion of employment prospects in the broader agricultural sector and in the food industry

Responsibilities

In close cooperation with an agricultural expert, the advisor is responsible for:

Design and implementation of vocational education and training courses for the upstream and downstream agricultural and food processing sector

Activities focusing on business development in the upstream and downstream agricultural and food processing sector through capacity development, funding schemes, and marketing activities

Advising participatory processes with farmers' organizations aimed at defining joint activities to increase productivity
-
Managing an area of responsibility in Anbar that forms part of the RePLECA programme objectives, team agreements and/or agreements with the superior.

assists and monitors the development and implementation of project/programme plans and activities in the livelihood component in close consultation with counterparts

contributes to preparing and implementing the coordination process, joint project/programme activities and work at the governorate level

deals with the design, preparation and implementation of workshops, seminars, training and other events on issues connected with the project/programme’s area of activity

develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
Networking and cooperation

supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships

ensures knowledge transfer to project/programme information

develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures

Coordination tasks

assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation

coordinates relevant project activities in Anbar in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects

compiles the relevant information for joint activities and assignments

handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Required qualifications, competences and experience
Qualifications
-
masters/MSc in an area that is related to the project/programme objectives, with a focus on the described responsibility and tasks
Professional experience
-
at least 5 years’ professional experience in livelihood – capacity development (or similar) in a comparable position
Other knowledge, additional competences
-
very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
-
fluent written and oral knowledge of English and Arabic Language
-
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
