The GIZ project “Support to Stabilisation and Violence Prevention in Iraq” (SSVPI) supports the stabilization process in Iraq and contributes to the prevention of violence and violent extremism through contributions to the coordination on stabilisation, a funding facility addressing drivers of radicalisation, and a component on dealing with the past and restorative justice for social cohesion.

The duty station for this position is the GIZ Baghdad Office.
Responsibilities
  • After the Iraqi armed forces succeeded in liberating the areas occupied by IS with the support of an international anti-IS coalition, a comprehensive stabilization process began in all parts of the country. SSVPI supports the dialogue between the Iraqi Government and the international community on stabilisation efforts. 
  • The SSVPI project is looking for a Project Adviser who will 
  • facilitate research on grievances of various identity/ethno-sectarian groups and their expectations for a restorative justice process (evidence base), 
  • establish a network of local governmental and civil society actors working on transitional justice and reconciliation, 
  • develop and implement a capacity development strategy aiming to strengthen capacities on restorative justice approaches and tools, and 
  • facilitate a dialogue with GoI on options for approaching restorative justice in Iraq, 
The Project Adviser will work in tandem with a n international Restorative Justice Adviser and closely coordinate with the project’s Team Leader. 
The position will have a focus on technical work on justice issues, but equally involve outreach to key governmental stakeholders to facilitate a political dialogue. The position demands substantial technical expertise on justice/restorative justice, dedication to our objectives, diplomatic skills, and self-reliance.
The Project Adviser performs the following tasks:
Tasks
  • Creating an Evidence Base
  • Identification of a qualitative research framework incl. regional focus, requirements on methodology and reporting 
  • Development of ToRs
  • Managing the process to procure services with local research organizations/think tanks 
  • Steering of and close collaboration with service provider for quality assurance of commissioned research
 
Networking and Facilitation of Political Dialogue
  • Stakeholder mapping and identification of local implementing partner 
  • Developing relationships and management of exchange with relevant governmental stakeholders on national, regional and local level as well as with a wide range of local and international NGOs engaged in the justice sector and on social cohesion 
  • Establishment of a solid justice-network as well as network and stakeholder management
  • Facilitation of a dialogue with governmental stakeholders on restorative justice in Iraq complementing the efforts of UNITAD
  • Maintaining of a good flow of and information between all units in the team, with other projects in the Reconstruction & Peacebuilding (RECO) Cluster, the Cluster itself and potential implementing partners
  • Conducts field visits where needed for technical support and M&E 

Capacity Development
  • Adaptation of tools and approaches to restorative justice to the local context in Iraq
  • Development of training concept on restorative justice in Iraq with national/international experts and local partners 
  • Design of a Training of Trainers (ToT) manual and guideline, incl. delivery of ToT to selected partners
  • Building capacity of selected partners on restorative justice concepts and practices

Other duties/Additional tasks.
  • Performing other duties and tasks at the request of management 

Required qualifications, competences and experience
Formal Qualifications
  • University degree (min. M.A.) in social studies, legal studies public administration or a related field.  Lack of relevant degree can be compensated with substantial working experience on dealing with the past, transitional justice and especially restorative justice
  • Overall minimum of 5 years working experience, of which at least 3 years in the field of transitional justice, justice reform, dialogue processes, reconciliation and social cohesion.
  • Working experience or intensive cooperation experience with local civil society and Iraqi governmental authorities in the justice sector or on social cohesion
Technical Skills
  • Technical expertise on transitional justice with an emphasis on restorative approaches, reconciliation and social cohesion, as well as political dialogue processes 
  • Experience in conducting research on grievances, reconciliation, social cohesion
  • Experience in development training materials, and ToT concepts together with local civil society as well as experience delivering trainings
  • Experienced networker, able to expand network and establish lasting working relationships with partners, especially on restorative justice
  • Experience with partner engagement as well as setting up and managing consultative and dialogue processes, incl. the preparation, facilitation and follow-up of high-level consultations and meetings

Soft Skills
  • Excellent understanding of the role of civil society in Iraq as part of the refugee/IDP response
  • Excellent knowledge of the public administration in Iraq, governmental bodies and other authorities especially field of justice, social cohesion, peace building and  forced migration 
  • Excellent organisational skills and ability to keep overview of complex settings and various simultaneous tasks, attention to detail and reliability
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Strong organisational competence
  • Strong communication skills and ability to adopt according to context 
  • Team player and readiness to collaborate 
 
Other knowledge, additional competences
  • Fluency in Arabic and English are mandatory (written and spoken). Knowledge of German is beneficial
  • Excellent working knowledge of ITC technologies and computer applications (e.g. MS Office, MS Teams, Zoom/Webex et.Al.)
  • Strong managerial and organisational competencies 
  • Ability to travel within Iraq regularly and possibly internationally is required
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
