Junior professionals:
  • Generally, junior professionals perform their duties in accordance with guidelines defined by the manager or are under the instruction of professionals in higher bands.
  • The content of work and the learning stages are geared towards enabling the staff member to assume functions in GIZ band 4 or corresponding activities in the market.
  • This function allows the employee to acquire technical and methodological knowledge and personal and social skills which can also be used in other band 4 functions.
Responsibilities
The Junior M&E IT professional supports with the technical supervision of the data management
component
  • Support the project management to set up and maintain a comprehensive M&E system, incl. a M&E data management system
  • Coordinate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts
  • Supports in setting-up a monitoring and evaluation plan, based on the project document log frames and indicators, including a detailed calendar of M&E activities and ensure maintenance
  • Technical supervision of the performance of the data analysts
  • Schedules and attends meetings with implementing partners (M&E staff) in order to ensure data collection process
  • Responsible for designing data transfer and communication processes (online data transfer, weekly data reports)
  • Coordination of the preparation of all project related reporting. Guide staff and implementing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission
  • Ensures together with the programme team the organization and implementation of the M&E plan
  • Guides M&E staff to prepare field monitoring reports and supports them to disseminate feedbacks
  • Develop further monitoring and evaluation plan
The junior IT professional performs the following tasks:
 
Tasks
Supervising and implementing a M&E data management system
  • Development of the system and ensure the technical supervision of support staff and consultants
  • Oversee the integration of data gathered by all users of the system into a big data base for
  • the purpose of generating overall evaluations, payrolls and cross-checking data of implementation partners.
  • Inform the head of the unit about the performance of the system.
  • Responsible for the liaison with implementation partners in terms of data management.
  • Cleaning, sorting, categorizing and organizing data.
  • Applying statistical methodology to data, conveying complex information via figures and charts.
  • Identify sources of data, collection methods, in coordination with the M&E Advisor and the program department.
Development of additional functions for the monitoring system
  • Advising the project on and developing additional features, based on the needs of the program/units
Installation and adjustment of the monitoring system for other GIZ programmes (and third parties)
  • support in and adjustment of the system
  • adapting and implementing the system to their needs
  • Responsible for setting-up the server, network installation and configuration needed to install the monitoring system
Responsibility for testing additional functions and adjustments
  • Testing of the system being launched.
  • provides recommendations for improvement and will facilitate the implementation of those
  • recommendations.
  • Responsibility of troubleshooting in terms of server and network issues
  • Main contact for maintenance and troubleshooting of the system and in terms of server and network issues in order to keep monitoring system running online
Required qualifications, competences and experience
Qualifications
  • BSc/MSc in IT, Computer Science or comparable
  • Experience with C# Programming Language or any equivalent .NET language
  • Experience with MySQL Database or any equivalent DBMS
  • Experience with writing complex SQL Queries, including sub-queries and joining tables
  • Experience with installing small networks, have abilities to troubleshoot any problem occurs in the network or in the system
  • Experience with and/or studies (ideally at graduate level) in computer programming or software engineering.
Professional experience
  • initial experience (internship or similar) in this area
Other knowledge, additional competences
  • outstanding working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • good knowledge of the European language widely used in the country, ideally a knowledge of German
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
