The Qudra 2 programme constitutes a multi-partner action to provide a European response, offering the combined strength and capacities of the EU and its Member States` implementing agencies. Qudra 2 is jointly implemented by five European agencies, including AECID, Enabel, EF, GIZ and HIA from Spain, Belgium, France, Germany, and Hungary respectively. The objective is to strengthen the resilience of refugees, IDPs, returnees and host communities in response to the protracted crisis in Syria. Qudra as regional programme works with refugees, displaced persons, returnees and host communities in four countries bordering Syria, namely Iraq, Jordan, Lebanon and Turkey.

The employee of this position is working for Baghdad but the duty station will be in Erbil.
 
Responsibilities
The Junior Finance Officer is responsible for:
  • financial management, such as cash withdrawals, keeping the cashbook, bank accounts and preparing vouchers as deputy of the Accountant in Erbil
  • seeing that the service in the department is provided correctly and in accordance with GIZ financial management and accounting procedures
  • smooth operation of the administration 
  • good communication and information flow within the project/programme
The admin officer performs the following tasks:

The Junior finance officer 
organises and files documents in reference files or in DMS in line with GIZ’s filing rules 
coordinates logistical issues related to Central Iraq (for project staff and visitors)
maintains the inventory list for the Qudra 2 programme for Central Iraq
checks travel expense statements of staff for approval by superior
Finance
The Junior finance officer 
  • is responsible for financial management, such as cash withdrawals, keeping the cashbook, bank accounts and preparing vouchers for Central Iraq
  • supporting the capacity development of financial and administrative staff in partner institutions in terms of financial management and procurement provisions of local subsidies through workshops, training on-the-job for Central Iraq
  • monitors the financial implementation contracts with the international and national partners in Central Iraq
  • supports the Admin and finance project staff in preparation for Internal control for Erbil and Baghdad
  • supports monitoring the monthly accounting and financial plans 
  • manages confidential files in the areas of finance
 
Other duties/additional tasks
The Junior finance officer 
performs other duties and tasks at the request of management 
Required qualifications, competences and experience
Qualifications
University degree in business administration desirable (the equivalent of BA or MBA)
Professional experience
at least 3 years’ professional experience in a comparable position
Other knowledge, additional competences
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • good knowledge of the English, knowledge of German would be an asset
  • good management and organisational skills
  • willingness to upskill
