The Junior Field Monitoring Officer supports the project team in all M&E-related aspects of the project and liaises with the team and partner organizations to collect, monitor and evaluate data. He or she monitors data collection processes on both qualitative and quantitative levels and supports the proper processing of collected information. The Junior Field Monitoring Officer further ensures the monitoring of activities through regular field visits (in the area of implementation in Anbar including Ramady and Faluja) and the close communication with the Head of Component. He or she supports the results-based monitoring of the program within the project cycle management and develops, in close cooperation with other team members, qualitative and quantitative reports for the project team and political partners.
A. Responsibilities:

The Junior Field Monitoring Officer provides support for:
-
the team leader and other experts for whom the field monitor performs technical tasks and field visits.
-
monitoring project activities carrying out specific research tasks that are required for planning and implementation of projects or programs carrying out specific tasks in connection with knowledge management for the project/program the team leader in carrying out project activities.
B. Tasks:
1. Coordination and monitoring:
The Junior Field Monitoring Officer
-
ensures adequate monitoring and reporting mechanisms in cooperation with the M&E Advisor, relevant project staff and implementing partners and reports to Head of Component
-
supports in ensuring that the partners implement the activities according to the contractually agreed standards (e.g. utilize agreed selection criteria, ensure appropriate working conditions for beneficiaries, etc.)
-
supports internal knowledge management and ensures that the data repository is managed and is up to date. This includes reporting from partners, templates, data management system, lessons learned and others
-
assists project staff in planning and executing surveys, focus group discussions and other monitoring and evaluation mechanisms
-
assists the M&E Advisor in maintaining databases for the Cash for Work and Livelihoods program
-
Any other ad-hoc duties deemed necessary by the Head of Component or his designee

The Junior Field Monitoring Officer
-
conducts monitoring field visits frequently with the program staff for all Livelihoods agriculture activities in the projects for the socio-economic support, including preparing reports, spot checks, etc.
-
travels to target areas in Anbar several times a week and works independently and in close collaboration with partners
-
applies and supports the designing of M&E tools such as focus group discussions, surveys, quantitative and qualitative approaches
-
supports the preparation of sound, accurate and professional reporting as required
-
attends meetings with implementing partners (INGOs, NGOs) and shares their results
-
draws up reports and presentation documents in collaboration with the M&E Advisor
-
prepares appropriate input for various monitoring reports including annual, quarterly and ad- hoc reports, and contributes to the other reports required by the program manager and GIZ Head Office
-
assists with research activities and studies on monitoring issues that benefit joint programs.

performs other M&E related tasks as assigned
2. Knowledge management The Junior Field Monitoring Officer :

assists in drawing up reports and translations
-
assists in establishing a project database and contributes to it
-
assists in communicating, updating and collecting of information on agriculture and livelihood activities
-
assembles data on agriculture and livelihood and keeps an inventory list
-
organizes and updates project/program documentation, the filing systems, and the project/program library
3. Implementation of project activities The Junior Field Monitoring Officer:
-
develops training materials for monitoring requirements
-
carries out basic training in monitoring to the partners for GIZ requirement
-
moderates team meetings in cooperation with partner organizations
4. General obligations The Junior Field Monitoring Officer:
-
familiarizes himself/herself with GIZ planning, implementation and reporting procedures, and their changes
-
familiarizes himself/herself with other program components and GIZ-assisted measures, concepts, and status of implementation and knows the corresponding experts and staff
-
represents the interest of the GIZ-assisted measure and always acts on its behalf
-
carries out important tasks for the project/program, even if these are not explicitly cited in the job description
5. Other duties/additional tasks The Field Monitoring Officer:

assists other experts, if necessary, as translator

performs other duties and tasks at the request of management
C. Required qualifications, competences, and experience:
-
academic degree in the relevant field, but not exclusively, such as Monitoring and Evaluation, Political Sciences, Business administration
-
initial experience (internship or similar) in this area
-
experience in working with international development organizations, (I)NGOs and/or political entities is an advantage
Other knowledge, additional competences
good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, MS Access or another database program)
good knowledge of English language and Arabic, German language skills are an advantage
experience of project management and research experience in an area related to the project’s/program’s requirements is desirable
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
