Tasks:
The Junior Contract Manager will work under the supervision of the Contracts and
Finance/Admin/Contracts Officer Manager and duties are:
  • Assist in maintaining departments financial records for GIZ, subsequent directorates and NGOs, involved in the project, in line with GIZ established rules and procedures for which responsibility is assigned,
  • Assist various departments in the programme, and maintain receipts and payment vouchers for Cash for Work (CfW) projects, assuring accuracy of computation and completeness of documents continuing status of allotments against obligations,
  • Assist in preparing recurring financial reports and settlements on assigned accounts, including screening for problems resulting from excess cost or less-than expected receipts,
  • Creation of periodic special financial reports to clarify problems or as requested for other reasons, either by the Finance/Admin/Contracts Officer Manager, or more senior staff,
  • Assists in overseeing day to day financial management, procurement and payments requirement,
  • Oversees disbursement from cash funds, maintain record of these disbursements and balance account as required,
  • Assists in calculating all claims, allowances and other payments of programme expenditure, department’s staff and payments to vendors and other claimants,
  • Assists in undertaking and orientating briefings to involved staff members and visitors,
  • Assists in establishing and maintaining a coherent financial document management system, classifying and coding material relating to the number of thematic subject areas,
  • Assists in managing and directing all administrative and operations activities within Departments.
  • Assist the Finance/Admin/Contracts Officer Manager on all administrative issues in managing all administrative issues in the programmes,
  • Manage, administer and undertake the operation teams and coordinate the day to day activities as the Finance/Admin/Contracts Officer Manager deem necessary,
  • Assists with preparation of the budget Reports, weekly, monthly, bi-annually etc.,
  • Assists in establishing and maintaining cash controls, reconcile the general ledger and supplier accounts
  • Assists in processing supplier invoices,
  • Ensure transactions are properly recorded and entered into the computerized accounting system,
  • Assists in Preparing balance sheets and preparing monthly financial statements,
  • Maintains the computerized accounting system, financial files and records, incl. the accounts payable and accounts receivable systems in order to ensure complete and accurate records of all moneys
  • Assist the Finance/Admin/Contracts Officer Manager in administrating employee’s files and records to ensure adequate payrolls, staff files etc., are maintained,
  • Administer benefit entitlements,
  • Verify and report on benefits payments and annual leave records,
  • Set up employee/workers files,
  • Verify and code timesheets and days worked,
  • Assists Calculating Workers Payments,
  • Manage the filing, storage and security of documents,
  • Maintain GIZ booking registers,
  • Performs any other tasks as requested.
Qualifications
  • Minimum a bachelor’s degree in accounting, finance, auditing, econometrics or banking sector,
  • At least 3-4 years contracting or financial experience from a medium or large organization, preferably in the public sector/NGO/International Organization,
  • Excellent financial monitoring skills in a public/private sector setting,
  • Excellent skills in the use of computerized financial software,
  • Vivid team-player, capable of assisting less skilled colleagues,
  • Capable of working with NGOs, Government Agencies, Private contractors etc.
  • Must be fluent in English (Company language of GIZ) and Arabic/Kurdish,
  • German language skills an assets,
  • Mature and service minded, with a high level of stamina,
  • Capable to handle high levels of stress, multi tasking and attain focus,
  • Capable of performing in close coordination with high ranking officials,
  • Attention to detail, strong at error searching,
  • Willing to work over-time and under pressure.
