About the project
The Syrian conflict, which began more than ten years ago, has caused frequent waves of internal and cross-border displacement. Increasingly, displaced people are returning but face very limited socio-economic opportunities, limiting the prospects of successful reintegration and heightening the risk of radicalization. In order to strengthen socio-economic resilience among internally displaced people, returnees and host communities in Northeast Syria, the transitional aid project aims at improving livelihood and income generating opportunities, increasing entrepreneurial capacities of micro and small businesses and strengthening social cohesion.
Due to the security situation in Syria, the project is implemented remotely from Erbil, Iraq.

A. Responsibilities
The junior advisor is responsible for:
▪ Assisting in the assessment, planning, design and implementation of project activities and ensuring their alignment with do-no-harm and leave-no-one-behind principles as well as a human rights-based approach
▪ Assisting in assessing received proposals from project partners according to GIZ standards particularly regarding their respect for the needs of target groups and their development-based approach
▪ Assisting in the close follow-up with partners regarding the implementation of projects and activities and assessing their capacity needs
▪ Providing professional advice and training to partners contributing to the development of partner organizations’ implementation capacities
▪ Monitoring and reporting on project activities and subsequently ensure data and information management of the activity
▪ Assisting in the coordination with partner organizations and relevant stakeholders, as well as other projects implementing in the same areas

The junior advisor performs the following tasks:

1. Core scope of tasks
The junior advisor
▪ Conducts analyses of (potential) project activities and partners
▪ Identifies and assists in implementing project activities related to the project’s components (income-generating activities; trainings and coaching for micro and small businesses, local business associations, cooperatives etc.; social cohesion and community dialogue activities; psychosocial support activities; capacity development for women, people with special needs, youth groups)

▪ Receives and reviews project proposals from implementing partners and assists in building their capacities accordingly
▪ Assists in the coordination with (potential) implementing partners on ongoing activities and implementation challenges
▪ Assists in conducting training needs assessments for partners and arrange for adequate training of implementing partners
▪ Ensures sound monitoring of activities on the ground and secures that no political red lines are being crossed by partners during implementation
▪ Contributes to GIZ’s internal and external reporting requirements such as inception, progress, monitoring and final reports, and fulfils other reporting requirements related to the project
▪ Attends relevant meetings, sector working groups, sub-working groups and bilateral meetings organized by NGOs, the UN, and other relevant actors
▪ Works in close coordination with other GIZ projects from the Syria portfolio
▪ Treats information confidentially

▪ performs other duties and tasks at the request of the project manager and works in close cooperation with the other members of the project team and the Syria portfolio

C. Required qualifications, competences and experience

▪ University degree in social sciences, economics, law, engineering or a field related to humanitarian/development interventions from an accredited academic institution

Professional Experience:
▪ At least 3 years of professional experience in a comparable position
▪ Experienced in the coordination, development and implementation of humanitarian or development programming and activities
▪ Experience in project cycle management and proposal development
▪ Experience in identifying, coaching and training, as well as monitoring implementing partners and their activities
▪ Experience implementing activities in relation to the Syrian conflict
▪ Experience in cross-border and remote humanitarian/development interventions
▪ Experience in working in international work environment

Other knowledge, additional competences
▪ Native-level Arabic skills in writing and speaking
▪ Ability to work and communicate effectively in English, both in writing and speaking
▪ Good understanding of the current political framework and situation in Northeast Syria

▪ Good working knowledge of ITC technologies and computer applications (e.g. MS Office)
▪ Independent and pro-active approach to fulfilling tasks
▪ Ability to work with trustworthiness and integrity
▪ Strong interpersonal and communication skills
▪ High integrity and sense for confidentiality
