IT Development and Maintenance Professional

Within the framework of the “Migration for Development” programme financed by the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ supports more than twenty countries to better use the potential of international migration for development. As part of the “Migration for Development” programme, the Programme of “Returning to New Opportunities” establishes to build the migration advice structures in the countries of origin and enhance it by setting-up and developing Migration Advice Centres about migration.

In the context of migration advice, activities to support and advice on regular migration as well as to improve the social and economic reintegration of migrants and refugees returning to their country of origin is the goal.

Responsibilities
The IT Development and Maintenance Professional responsible for

• ensuring that the web application platform operate, and function is maintained and remains functional 

• ensure a stable and bug free application at all times

• when requested, develop essential additional controls or functionalities in the application

• manage and maintain a mission critical database including its regular backup and recovery 

• maintain a stable and up to date server alongside a secure public domain

• support users with troubleshooting, bug reporting and issuing fixes

• act as the contact point between external application developers and programme needs

• support in defining aligning and implementing business processes in the application

• work closely with monitoring unit to develop and produce reporting products in the system

• work closely with other colleagues to ensure there is a robust support structure and that the end users are supported

• implementing and complying with GIZ IT and Data Protection regulations

• providing technical support to projects and programmes by dealing with questions and problems relating to IT and databases

• ensures the availability of up-to-date hardware a server in accordance with current GIZ standards

• Maintain and manage a publicly accessible domain

• Design, implement and maintain robust application backup and recovery procedures

• regularly updates server antivirus software

• maintain and up to date and secure server software firewall 

General tasks
The IT Development and Maintenance

• manages and ensures general administration of the entire system 

• backs up data and deals with the problem of data security

• assists in advising on further development of the IT project

• maintains a list of all hardware and software systems, and updates this to reflect changes 

• documents the installation and settings on the server.

performs other duties and tasks at the request of technical management 

Required qualifications, competences and experience
Qualifications

• BSc in Information Technology

• Business Administration or Management

• Familiarity with IT hardware and software used at GIZ, IT network systems, database software, GIZ intranet and basic understanding of specific GIZ software (SAP, APS, AMS, PACCS, etc.)

• Good experience of programming and software development

• Experience and exposure to version control systems such as GIT

• Good experience and knowledge of web hosting and windows server management, Content Delivery Network (CDN)

Professional experience

• At least 2 years’ professional experience in a software development positions, ideally working on Microsoft Development stack (ASP, .NET, C#, VB) working on web application development

• Hands on experience with Microsoft Visual Studio IDE

• Hands on experience with development on visual controller libraries such as Telerik

• 3 Years MS SQL Server management experience including, Store procedures, Views, PDO)

• 3 Years’ Experience, HTML, CSS and JavaScript

• 3 Years Bootstrap experience

• Good experience and knowledge of web hosting and server management, Content Delivery Network (CDN)

Other knowledge, additional competences

• Outstanding working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)

• Good knowledge of the English language.

• Kurdish, Arabic, French or German are advantage

• Exposure to Microsoft Power BI is highly advantageous

• willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
