GENERAL MISSION

 

Under the responsibility of the Deputy Project Manager (DPM), and in close collaboration with the Inclusion Coordinator and Inclusion Technical Advisors, the Inclusion Officer is responsible to:

  • Mainstream inclusion across the project and ensure inclusive HI practices
  • Contribute to the capacity building of project partners and stakeholders on inclusive health approaches
  • Support the development and roll-out of HI inclusion guidelines and tools

 

 

RESPONSABILITIES AND TASKS DECRIPTION

 

Based in Baghdad with frequent travel to Diyala, under the direct responsibility of the Deputy Project manager and with the support of the Technical Unit, you will have to undertake the following tasks: 

 

INCLUSION TRAINING AND CAPACITY BUILDING

  • In coordination with the Technical Unit, facilitate awareness sessions on basic concept of inclusion and vulnerability for project partners (DoH, hospitals…)
  • In coordination with the Technical Unit, facilitate awareness sessions on registration processes for person with disabilities and support the development of IEC material
  • Facilitate Training of Trainers (ToT) on Inclusion and Age Gender and Disability Approach if relevant
  • Identify the inclusion needs, gaps and priorities of partners and stakeholders in order to mainstream inclusion and to share appropriate guidelines and adapt trainings and awareness sessions accordingly

 

ACCESSIBILITY

  • Analyze the physical and non-physical barriers of the community to access health services (social,  political, geographical, gender/age/disability, institutional, attitudinal)
  • Support the improvement of the targeted health facilities’ accessibility through the development of guidelines, IEC material and accessibility works in coordination with logistic department.
  • Assess accessibility in supported facilities and generate technical recommendations in line with the accessibility guidelines
  • Support and review designs and infrastructural layout of accessible facilities according to needs identified during assessment and expressed by external partners
  • Provide advice on construction materials and BOQs upon request
  • Monitoring of the construction works from an accessibility perspective
  • Regularly gather inputs for and feedback on inclusion and accessibility works through interviews and consultations with the users of the facilities

 

INCLUSION MAINSTREAMING

  • In coordination with the Inclusion Coordinator and Technical Advisor, contribute and participate in the development and review of relevant tools, processes and resources, based on identified needs, gaps and priorities
  • Support project teams to implement activities following an inclusive approach
  • Ensure the transmission of HI key messages on inclusion
  • Ensure equal participation through all stages of the project from all members of the community, taking into consideration gender, age and diversity
  • Actively participate in coordination meetings within your area to represent HI activities in the field and ensure inclusion in the response as required
  • Work closely with government partners of HI to mainstream inclusion
  • Liaise and collaborate with Disabled people’s organizations (DPOs) in our areas of intervention
  • Monitor inclusion needs within your area to be able to advocate at coordination
  • Identify, develop and follow up the network of stakeholders and partners interested on an inclusion capacity building within your area of intervention
  • Participate and contribute in local workshops/seminar/meetings related to the field of work and raise awareness on inclusion and accessibility
  • With other HI teams, to work on service mapping and measure barriers and facilitators to access services in our areas of intervention.

MONITORING, REPORTING AND QUALITY CONTOL

  • Provide weekly reporting on activities (achievement of results, activity monitoring, network meeting reports, training needs, etc.)
  • If relevant, conduct regular field visits with project team in order to ascertain the needs and opportunities for inclusive approach and monitor respect of inclusion principles in beneficiary selection and service provision.
  • Ensure quality control of inclusion mainstreaming activities
  • Ensure technical coherence of the approach and methodology on all the components of the inclusion guidelines in the project
  • Ensure compliance with HI policies, guidelines and standards on Inclusion
  • Participate in the definition of projects’ targets and activities to support the provision of comprehensive and inclusive package of services (including proper referral)

 

OTHERS RESPONSABILITIES

  • Gather regular updates on services provided by stakeholders and ensure updated service mapping is available for project teams
  • If relevant, act as referral focal point to/from other actors and stakeholders.
  • If relevant, lead the multi-disciplinary meetings
  • If relevant, ensure follow up and reporting of referrals
  • In link with the Inclusion Technical Advisor, support development of new inclusion initiatives / projects as envisaged in the project / program.

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

 

HIERARCHICAL RELATIONSHIP

 

Base: Bagdad, with frequent movement to the field

 

Line management: Deputy Project Manager

                                                                                                        

Collaboration with: Project team, MEAL department and Inclusion Technical unit

 

 

REQUIRED PROFILE

 

Education

  • University degree in Social Sciences, Education, International Development or other relevant fields required
  • Technical background in engineering or related to physical accessibility is an asset

 

Experience

Essential:

  • Minimum of 2 years professional experience in the field of disability or protection
  • Previous experience with international or local NGOs (including Organizations of People with Disabilities)
  • Experience in delivery of training, preferably related to inclusion or disability
  • Understanding of person with disabilities’ barriers and challenges

 

Preferred:

  • Previous experience in working in Diyala governorate is an asset
  • Previous experience with HI or with Persons with Disabilities is an asset
  • Experience in case management is an asset

 

Skills & Abilities

  • Fluent in Arabic, excellent written and spoken English mandatory
  • Excellent communication and relational skills
  • Ability to deliver training and coaching
  • Reliable to handle confidential and sensitive information
  • High capacity to organize his/her work, and manage priorities
  • Can work independently and take initiative when needed
  • A demonstrated commitment to high professional ethical standards
  • High level of autonomy and initiative
  • Good command on Microsoft Office (Word, Excel, PowerPoint) and Windows mandatory
  • Strong interest in disability issues
  • Very creative, enthusiastic and positive
  • Reactive and flexible
  • Knowledge in designs software (AutoCAD, sketch up...etc.)

TIME SCHEDULE

 

The working hours are the following:

 

Sunday until Thursday, from 8.00 AM to 4.30 PM with 30 minutes lunch break.  The work duration is fixed but the working hours can vary according to the planning of activities.

 

It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.
