Humanitarian Accountability Officer - Erbil

World Vision - Iraq Office is looking for a highly qualified and motivated person for the position of Humanitarian Accountability Officer - Erbil

 

PURPOSE OF POSITION:

The role was originally held by the Accountability coordinator but has been downgraded to officer due to the reduced responsibilities. The purpose of this position is to ensure consistent systematic receipt, processing and response to community feedback and complaints in in the areas of operation that come through various feedback mechanisms such as hotlines, help desk, suggestion boxes, outreach and other activities. The role will focus on operational accountability platforms and reporting including; accountability reports, accountability inputs classifications, establishment of project specific accountability mechanisms and oversee accountability assistants. The aim is to increase the level of accountability by World Vision to the communities with whom we work. The position is essentially a champion for affected peoples’ needs and rights in line with WVs’ commitment to upholding accountable to the disaster affected people. Under the supervision of the MEAL Manager, the accountability officer will be responsible on all accountability tasks.

 

MAJOR RESPONSIBILITIES:

 

Planning / Design / Re-Designing

  • Ensure the standard requirements of Accountability activities are budgeted and implemented in projects in alignment with World Vision & international humanitarian standards.

 

Accountability 

 

  • Monitor field application of humanitarian accountability principles and standards.  

  • Establish functional information sharing channels that provide the affected population better understanding of their rights, entitlements, registration, targeting / selection processes, access to other services, complaints & response mechanisms.  

  • Ensure that complaints & response channels are established in a timely manner, and functional, targeting all groups within the affected population. Ensure these channels are age, gender, nationality and ethnicity appropriate. 

  • Monitor internal systems and processes are in place to receive and act on sensitive complaints, especially on child protection issues, staff misconduct, corruption and fraud through online system such as SMAP.  

  • Ensure that all complaints not addressed within two weeks, or sensitive feedback / complaints are followed up and escalated to management as outlined in the standards with beneficiary satisfaction feedback. 

  • Ensure a central database is maintained to document complaints and feedback received from all channels, and is updated and utilized on a daily basis.

  • Work with sector specialist & project staff to mainstream Humanitarian Accountability within the project. This would include but not limited to reviewing and providing HA inputs to communication material, beneficiary selection processes, planning, implementation, monitoring and evaluation, community mobilization etc.

 

Reporting:

  • Compile and submit quality reports to MEAL manager for further consolidation and management decision making

  • Write up project accountability reports and share them with project team with accountability summaries with details.

  • Support in updating the accountability sections during project start up, program review meetings, close outs, lesson learning and evaluations

  • Ensure all generated reports are manageable and accessible in time of usage.

 

Capacity building & management

  • Ensure WV staff & partner staff are trained on Humanitarian Accountability concepts, tools and systems. 

  • Share WV Iraq accountability processes as a best practice externally.

  • Manage day-to-day accountability tasks and complete them with appropriate resources, proper planning, and to the highest standard required. 

  •  Support other tasks as required by the MEAL Manager, PDQA manager and Response Director.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • (2-3) years of field experience in Accountability and Learning – protection and GBV are considered a plus

  • Previous experience with developing accountability tools, reporting, knowledge on program accountability framework and core humanitarian standards.

  • Bachelor degree in an area of social development, gender or equivalent. 

  • Commitment to World Vision Core values 

  • Excellent knowledge in Kobo, SMAP and accountability data management.

  • Computer proficiency in word processing, PowerPoint, database, spreadsheet and graphics presentations

  • High end knowledge in Microsoft office package (outlook and excel analysis).

  • Fluent in English and Arabic in both verbal and written (Kurdish, Turkmen and Assyrian are a plus).

 

 

Work Environment

Travel is required for working locations
