Chemonics Iraq seeks applications from qualified candidates for the position of Human Resources and Staff Care Assistant for  a USAID sponsored project based in Erbil, Iraq. The Human Resources and Staff Care Assistant will support the Human Resources and Staff Care Specialist in meeting the company’s human resource and staff care needs. Working under the general supervision and technical direction of the Human Resources and Staff Care Specialist, the Human Resources and Staff Care Assistant will work in tandem and coordination with project team to ensure the smooth and effective running of the project’s human resource needs, supporting financial, administrative and other systems, and ensuring that compliance mechanisms in place for human resources and staff care needs are adhered to. S/He will report directly to the Human Resources and Staff Care Specialist and/or his/her designee.
 
Duties and Responsibilities:
  • Assist in maintaining confidential personnel files for all local staff in electronic and hard-copy format, in compliance with the applicable local laws, as well as the project’s policy manual.
  • Update the project personnel tracker as directed by the Human Resources and Staff Care Specialist;
  • Under the guidance of the Human Resources and Staff Care Specialist, prepare recruitment documents, schedule interviews, release recruitment ads, and collect required documentation from candidates;
  • Collect employee timesheets, ensuring the required supporting documentation is attached. 
  • Maintain timesheets in both hard copy and electronic format in the project’s Human Resources files;
  • Track employee leave balances in the project’s leave tracker and communicate leave balances to staff and senior management as required;
  • Assist the Human Resources and Staff Care Specialist in identifying recruiting needs and conducting local recruits.
  • Work closely with the Human Resources and Staff Care Specialist and Operations manager in communications to staff labor law compliance.
  • Ensure project compliance with local labor laws by assisting with regular audits and keeping updated on local labor laws and human resources best practices.
  • Other duties as assigned by supervisor.
 
Qualifications:
  • A Bachelor’s degree in relevant field is preferred.
  • At least one (1) year of experience in operations, staff care, human resources management and/or pertinent work experience.
  • Experience working with Iraqi labor law, a working experience on USAID, or other international donors projects and familiarity with USAID rules and regulations preferred.
  • Experience liaising with host country local personnel.
  • Ability to work with culturally and geographically diverse staff.
  • Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently. 
  • Ability to work in a professional and cordial manner with colleagues, visitors, and the general public.
  • Fluency in written and oral Arabic and English is required; Written and oral fluency in Kurdish, and other local languages is a plus, but not required.
