We are looking for a qualified and competent HSE Manager with an eye for detail to identify health and safety law  violations and create a plan to avoid breaking these laws in the future. You will also be responsible for the health and  safety of staff in the workplace and educating staff about the HSE protocols in the workplace. You will compile HSE  programs and standardize them to remain consistent, as well as share best practice techniques at regular staff  meetings and you must stay updated with the latest trends in health and safety, and consistently implement these  practices in the workplace. 

HSE Manager will be responsible for HSE compliance at all INTERNO facilities, including assessment and  implementation of absent programs and the continued oversight and administration of existing HSE programs. This  position will interface with all departments to ensure existing processes and special projects are in compliance with  all local and international rules and regulations and Interno standards. The HSE Manager implements and maintains  an environmental health and safety program involving hazard identification evaluation and control, accident/injury  prevention, hazardous material/waste management, emergency preparedness, fire/life safety, ergonomics, industrial  hygiene, and environmental regulatory compliance. 

To be successful as a Safety Manager you must be detail oriented. A great candidate will have excellent communication  skills and extensive knowledge of health and safety regulations and will maintain compliance with all safety regulations  and ensure that every member of staff complies with the regulated standards. 
 
Responsibilities 
  • Establish and ensure implementation of the HSE Management System on all phases (Engineering, Procurement, Construction, Commissioning up to Completion) of the project. 
  • Establish Project HSE Plan including HSE Policy (based on Interno QHSE Policy) and continually improve it. − Ensure a site free from COVID-19, by following, and implementing all the necessary regulations and  precautions.  
  • Assist and coordinate with the Project Manager and all personnel assigned to the project in establishing an  overall Project HSE Management Plan based on Companies IMS Management standards and Project  requirements. 
  • Advise on setting up the improvement guidelines for Project HSE Management System to project employees. Ensure improvements are implemented and results are feedback to the management. 
  • Establish Project HSE audit program & schedule and perform the Project HSE Audit within the project  organization in cooperation with Corporate QHSE Team. 
  • Report the Project HSE Audit Results to the Project Manager. 
  • Monitor Project HSE System activities such as Engineering HSE and Field HSE activities based on Companies  Management system and Project requirements. 
  • Coordinate with Engineering HSE Engineer and manage Construction HSE staff. 
  • Coordinate and communicate with Client on Project HSE issues. 
  • Produce and develop the Project HSE Training Plan. Ensure implementation of the plan. Ensure that training  records are maintained. 
  • Ensure that the Project meets international standards. 
  • Establish the HSE and security management plan for the sake of loss prevention of the site. − Plan for and perform the site HSE and security management programs. 
  • Plan for and implement the site HSE & security training programs. 
  • Check and improve the hazardous construction work conditions. 
  • Manage occupational health, workers’ health examination. 
  • Establish an emergency action plan in preparation of an accident occurrence to save the situation and restore  the area after the situation is over.
  • Investigate the cause of accident, establish preventive countermeasure, and report the result to home office  and local governmental authorities concerned. 
  • Establish the emergency response plan for major accidents and provide the training and the result report. − Record and keep the statistics of accident reports. 
  • Provide the HSE security equipment and personal protective equipment. 
  • Provide the preventive plans for hazardous material handling. 
  • Support discipline supervisors for performing their job safety. 
  • On regular schedule, take a site safety and security patrol to find any inappropriate practice. Inform assigned  superintendent to take a necessary measure to correct discrepancies and assure that corrective action is  followed up. 
  • Responsible for ensuring that Project HSE Management policy, plans and procedures are implemented  effectively and are suitable for their purposes and use for which they are intended. 
  • Establish Permit to Work System and manage and train relevant personnel. 
  • Report the performance status of Project HSE and relevant issues to the Corporate QHSE Team and Project  Manager. 
  • Establish a cordial and professional relationship with employees. 
  • Conduct regular staff meetings to share best practice techniques. 
  • Hold safety toolbox meetings. 
  • Compile and maintain relevant registers to ensure compliance. 
  • Document staff information, minutes of meetings, and reports compiled for management. − Regularly inspect equipment. 
  • Assess equipment to gauge if they are up to safety standards. 
  • Monitor staff to evaluate if they are following health and safety protocol. 
  • Host presentations to educate staff about health and safety laws. 
  • Create a plan for the company to implement to avoid breaking health and safety laws. 
  • Investigate accidents in the workplace to evaluate how safety measures can be improved. 
  • Provides HSE leadership, training, and operational support to all levels of the organization and across all functional groups. 
  • Ensures all HSE processes and procedures are implemented and standardized across all Interno’s facilities. 
  • Works closely with Engineering and Facilities on special projects involving plant construction, equipment design, and hazardous assessments. 
  • Assists in all aspects of incident investigation including verifying root cause and approving the implementation  of preventative actions 
  • Ensures emergency response systems, policies and procedures are in place to manage emergency situations.
  • Maintains all Federal, State, and Local permits in current and valid condition. 
  • Maintains Chemical Hazardous waste program including chemical accumulation and accumulation area  inspections. 
  • Provides hazardous material/right to know training and MSD management. 
  • Provides laboratory safety support along with periodic Lab-pack cleanouts as required or necessary. − Prepares regulatory agency submissions. 
  • Maintains current working knowledge of all applicable HSE regulations. 
  • Maintains all necessary training and licensing to function as a signing authority on all HSE matters. − Travel is necessary to visit sites and staying on the project for a designated duration.  − Working hours are typically standard office hours, but strict deadlines mean longer hours, weekends and being  on-call are all possible and expected.

Skills and Responsibilities 
  • A bachelor’s degree or a relevant degree. 
  • Full conversant with International HSE standards, codes, and industry practices. 
  • Experience as HSE Management System relevant position minimum 10 years. 
  • Experience in Industrial Hygiene, OHSAS 18001, ISO 45001, ISO 14001 
  • Experience working with both UK and US HSE systems. 
  • Experience of managing HSE on large-scale Power Generation or Environmental Plant, Oil/Gas and  Petrochemical Plants. 
  • Excellent legislative knowledge and the ability to implement and manage HSE legislation. − Thorough and accurate with attention to detail. 
  • Excellent communication and interpersonal skills. 
  • Excellent written communication skills with the ability to compile and present reports. − To present themselves in a business-like manner. 
  • Prepared to adopt a flexible approach to working hours and arrangements 
  • Excellent attention to detail. 
  • Outstanding communication skills. 
  • A current relevant health and safety qualification (e.g., NEBOSH Diploma/IOSH/CSP Certificate or equivalent) − Valid competency certificates. 
  • Strong communication skills. 
  • Proficient in all Microsoft Applications. 
  • Desirable qualifications include: 
  • Having the competency certification (e.g., Lead Auditor OHSAS 18001). 
  • IOSH membership or similar association. 
  • Evidence of Continued Professional Development (CPD) 
  • Experience and understanding of technical HSE (P&ID, HAZOP, SIL, HSE MOC process etc) − Demonstrated understanding of and ability to communicate effectively with regulatory authorities,  government officials, major customers, and senior executives within the organization. 
  • Experience creating and managing a budget including resource allocation and priority setting. − Successful leadership and hands-on direction of HSE issues in major operating facilities and business functions that support divisional projects. 
  • Experience in a globally and technically diverse workplace. 
  • Experience in taking on an HSE leadership role during the design and construction phases of different facilities. − Direct experience working with high-volume solvents and chemicals. 
  • Experience dealing with the complexities of the pharmaceutical/healthcare industry. 
  • Demonstrated ability to develop, motivate and direct teams in a matrix organization. 
  • Experienced at developing and implementing customer-focused services and programs. − Previous experience related to the enforcement of federal and state regulations (DOT, EPA, OSHA, NRC, etc.)  is desirable. 
  • Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges,  Incident Command System, Incident Investigation by using Tripod Beta Tool, HSE Auditing Techniques, HEMP. − Proficiency with Microsoft Office. 
  • Proficient in Primavera.  
  • Fluent in English.
