The Iraq Community Resilience Initiative – Ta’afi (ICRI-Ta’afi) is a United States Agency for International Development Office of Transition Initiatives (USAID/OTI) program implemented by Chemonics International in Iraq. ICRI-Ta’afi aims to increase stability in Iraq by supporting accelerated recovery in conflict-affected areas, improvement of the public’s perception of local leadership and strengthened the social fabric of Iraqi communities. 
Purpose:
The purpose of the HR and Staff Care Assistant is to participate in the administrative tasks and support the HR and Staff Care Specialist. 
Reporting:
HR and Staff Care Assistant will report to the HR and Staff Care Specialist.
Work Location:
Erbil, Iraq

Responsibilities:
  • Assists in maintaining confidential personnel files for all local staff in electronic and hard-copy format in compliance with the applicable local laws and the project’s policy manual
  • Updates the project personnel tracker as directed by the human resources and staff care specialist
  • Under the guidance of the human resources and staff care specialist, prepares recruitment documents, schedules interviews, releases recruitment ads, and collects required documentation from candidates
  • Collects employee timesheets and ensures the required supporting documentation is attached and maintained in both hard copy and electronic format in the project’s human resources files
  • Tracks employee leave balances in the project’s leave tracker and communicates leave balances to staff and senior management as required
  • Assists the human resources and staff care specialist in identifying recruiting needs and conducting recruits
  • Assists the operations manager and human resources/staff care specialist with communications to staff on labor law compliance
  • Assists the human resources and staff care specialist to ensure project compliance with local labor laws by assisting with regular audits and staying updated on local labor laws and human
  • Guide employees on health insurance. 
  • Other duties as assigned
 
Qualifications:
  • Bachelor’s degree in relevant field preferred
  • A minimum of at least one year of experience in operations, staff care, human resources management, and/or relevant work experience
  • Experience working with Iraqi labor law, experience working on USAID or other international donor projects, and familiarity with USAID rules and regulations preferred
  • Ability to work with culturally and geographically diverse staff
  • Ability to communicate effectively, both verbally and in writing
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, strong professional judgment
  • Ability to work in a professional and cordial manner with fellow staff members, the general public, and partner institutions, including international and local nongovernmental organizations, governmental entities, and support organizations
  • Fluency in written and oral Arabic and English is required; written and oral fluency in Kurdish and other local languages is preferred, but not required

Additional Information
  • Contract period: 12 Months with possibility of extension
  • Salary: The salary of this position falls under band FSN-06
  • Selected candidates will be vetted.
