Responsibilities:

The GIZ project “Private Sector Development and Employment Promotion in Iraq” (PSD) aims to improve the economic and social perspectives of young people and returning refugees in Iraq.  
As part of its approach to foster private sector company growth, the project implements a field of action on SME development and business development services. Business associations and chambers of commerce and industry in the 5 project regions are assisted to develop a service portfolio benefitting SME member companies, providing them with market-based advisory services in areas such as business planning, market access, access-to-finance measures, or understanding and complying with relevant regulations for doing business. A specific attention is given to providing access to advisory services for women-led companies or female entrepreneurs.
The PSD Project is recruiting a Head of Field of Action to manage its activities in the field of SME development and business development services.
The Head of Field of Action is responsible for implementation performs the following tasks:

Management responsibility
The position holder: 
is responsible for managing staff and ensuring that they provide cost-effective services enables employees to carry out tasks independently and creates scope for developing creativity and innovation is responsible for recruiting, selecting, and professional development of staff members who report to him/her carries out the annual staff assessment and development talk for his/her staff members
Professional advisory services
The position holder: 
develops a strategic approach to implement the project field of work and is responsible for seeing that the services provided by the field of action are aligned with the partner’s needs

contributes to preparing and implementing the coordination process, joint project activities, and work in the project regions Baghdad, Basra, Erbil, Mosul and Diyala 
formulates terms of reference and supervises third parties to carry out project activities
monitors the development and implementation of project plans and activities in close consultation with counterparts
deals with the design, preparation, and implementation of workshops, seminars, and other events on issues related to the project’s area of activity
develops and organizes quality assurance measures and suggests necessary changes, improvements, and initiatives
monitors project progress and the activities of the field of action, reviews reports, and documents on the progress of activities identifies bottlenecks, and recommends alternative management options to the Module manager 
 
Networking and cooperation 
The position holder: 
ensures cooperation, regular contact, and dialogue with partners; carries out PR work and cooperates with relevant organisations and individuals in the project environment and with other projects to improve and maintain good working relationships
communicates local interests and efforts, forwards these, and encourages sharing ideas and information for the benefit of the project
Knowledge management
The position holder:
develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures
formulates appropriate input for various project reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office

Required qualifications, competences, and experience
Qualifications
  • Master’s degree in a relevant field (such as business administration, economics, social sciences, management) 
Professional experience
  • A minimum of 7 years’ professional experience, with at least 3 years’ professional experience in a comparable position
  • Experience in the wider field of business development ideally with a technical background on business development in the private sector and/or business associations and/or SME development in development cooperation (proven experience in at least one of these 3 fields is required)
  • Strong management and organizational skills with attention to details and deadlines regarding effective implementation, planning, monitoring and evaluation of a project activities 
  • Previous experience in a technical or managerial position for a development organization agency is essential
  • Management experience of contractors is an advantage
  • Experience in the management of staff across various locations is an asset 
  • Fluent written and oral knowledge of English and either Arabic or Kurdish; working knowledge of both languages and / or of German is an asset 
  • Diplomatic approaches and cultural sensibility are a prerequisite
  • Self-reliant, proactive, and responsible personality; willingness to assume additional responsibilities and develop new activities.
Other knowledge, additional competences
  • very good working knowledge of ITC technologies and computer applications (e.g. MS Office)
  • a proven track record in a managerial position
  • Ability to travel within Iraq and internationally is required 
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
