The Fleet Officer performs the following tasks:
Management of staff vehicle movements:
  • The smooth functioning of the GIZ Erbil transportation system in line with GIZ standard operating procedures
  • Plan the dispatch and allocation of cars to people travelling in Erbil and with projects associated with the Erbil GIZ duty station
  • Ensure that systems are in place to enable strong handovers internally between drivers that staff who have used the service but still out and likely to need service home 
  • Make the necessary steps if an accident happens according to GIZ regulations
  • Work with GIZ’s KRI security provider (SLS) to provide welcome packs for new GIZ international staff members, charge phones other associated tasks
 
Managing drivers’ schedule:
  • Gets acquainted with all the drivers and creates a good relationship and working atmosphere with them
  • From instruction from the Fleet Manager assigns drivers to “their” cars and controls that the drivers take care of these cars
  • Plans and communicates drivers’ schedules
  • Makes sure that daily transportation within city limits including on weekends and evening and night hours runs flawlessly by receiving and managing transportation requests and (for office assigning drivers) to meet requests 
  • Ensure digital system online that enable staff to book in advance travels if required
  • Manage Duty Drivers for Erbil
  • Ensure Duty Drivers adhere to GIZ regulations on drivers’ hours and working days
  • Produce monthly Duty Driver Schedule for Erbil
  • Train drivers to fill in and sign the driver’s logbook, and monitor all logbooks
Operationalisation of GIZ Fleet:
  • Assist in the monitor and predicting the procurement needs as well as ensuring the records of vehicle life cycles (service intervals, repairs, insurance, mileage, washing internal and external, refuelling, tyres and oil). 
  • Assist the calculation of fuel & oil consumption/costs ensure that in the final bill monthly operating costs 
  • Receiving newly bought cars of the project
  • Spot checks weekly at all office Vehicles
  • Ensure that all cars are legally able to be driven
  • Planning the maintenance and follow up the maintenance with the drivers in charge
  • Maintain and organise records for the fuel & oil consumption per vehicle for administrative purposes.
  • Allocation and safety of Fleet assets
  • Ensure that key management is in place with the effective coordination of the Risk Management Office (RMO)
  • Ensures that communication with fleet and project drivers are during an overland movement is coordinated and all movement within Erbil are to the client’s needs.
Reporting and Tracking:
  • Submit Fuel consumption report Monthly to the Fleet Manager
  • Track vehicles registration, Insurance, Maintenance and OPVI and keep it up to date
  • report to fleet manager immediately when there are Technical Vehicle issues or incidents

Other duties/additional tasks:
  • Immediately reports all problems regarding transportation and dispatch to the Fleet Manager. 
  • Takes on other tasks assigned by the Fleet manager

Required qualifications, competencies and experience 
Qualifications:
Diploma or university degree in an area that is related to the project/program objectives is an asset
Professional experience:
  • Minimum three years of previous relevant job experience
  • Minimum three years dealing in stressful environments
  • Experience working with vehicles is also an asset
  • Valid car driving license
Other knowledge, additional competencies:
  • Good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or another database programme)
  • Competent English speaker
  • Good management and organizational skills
  • Flexibility in managing duties out of regular office hours
  • Ability to function well in a multi-cultural environment
  • A good knowledge of Erbil City and routes within KRI
  • Understanding of role as a client service provider
  • Calm and polite
