The GIZ Iraq Risk Management Office (RMO) facilitates the work of GIZ by observing and mitigating safety and security risks that impact the operational environment. The team brings together a diversity of backgrounds and skillsets to best ensure the safety and security of GIZ staff, partners and beneficiaries.
The Fleet Manager performs the following tasks:
Tasks
Supervising staff & vehicle movements

Integrate daily security updates in setting up geofences and movement advice/restrictions for staff and drivers

Provide the management with monthly reports on movements e.g. areas visited, mileage, trends, issues, and vehicle usage including recommendations on adjustments of fleet, usage, policies

Ensure that the drivers are aware of and follow both national and GIZ rules, regulations and SOPs
-
Monitor and ensure the fleet operation complies with national laws and regulations
-
In coordination with RMO implement, maintain, and develop policies and processes to ensure fleet operates effectively and efficiently, educating staff with the concepts, practices and procedures

Regularly review and update vehicle movement-related policies at least once a year

Ensure all incident reports are monitored, recorded, and followed up with management
Managing movement schedules

Maintain a good relationship and working atmosphere with all drivers and service providers

Support projects with efficient driver schedules if needed
-
Monitor driver performance where security-relavant and support ensuring a high level of quality movements

Create, maintain and publish GIZ Duty Driver schedules
Operationalising fleet
-
Support monitoring of vehicle life cycles (service intervals, repairs, insurance, mileage, washing internal and external, fueling, tyres and oil)

Provide advice on procurement needs, fleet purchases, driver management, driver training

Monitor driver performance where security-relavant and support ensuring a high level of quality movements
Digitisation

Support the digitisation of fleet management as required
Other duties/additional tasks

Immediately report all incidents regarding transportation to the Risk Management Office and supports incident management

Continuously liaise and crosscheck operations with security risk management colleagues to ensure smooth client support

Coordinate with fleet management colleagues in other GIZ locations to streamline approaches and policies

Liaise with internal and external actors to ensure the best and safest possible tracking and movement operations

Maintain the inventory of GIZ vehicles in Dohuk

Take on other related tasks assigned by the RMO
Required qualifications, competencies and experience
Qualifications
-
Diploma or university degree in a related area such as logistics, business administration, etc.
Professional experience
-
Minimum 4 years of previous, relevant job experience
-
Minimum 2 years of driver management experience
-
Experience working with international organisations, NGOs or similar
-
Experience working with vehicles, dispatch, fleet management
-
Valid driver’s license, no misdemeanors whatsoever
-
Strong knowledge of the local driving conditions, routes and problem areas across Dohuk Governorate, with knowledge of Erbil and Nineva as an asset.

Experience of dealing with Traffic Police and other law enforcement and security organisations

Experience in writing guidance documentation for drivers and managers in English
Other knowledge, additional competencies

Good working knowledge of ICT technologies and computer applications (e.g. MS Office, Access or other database programmes)

Good knowledge of tracking applications

Proficiency in both English and Arabic

Good management and organizational skills

Stress-resilience and proven ability to operate calmly under stress
