The Project Financial Inclusion for Economic Prospects and Integration (FI) Project was commissioned by BMZ in December 2020. The measure aims to support the economic integration of internally displaced persons (IDPs), returnees, refugees and the economically comparable resident population through improved access to financial services ("financial inclusion") in central Iraq and in the autonomous region of Kurdistan. It is intended to contribute to a new start and to the economic and social integration of the target groups in host regions and municipalities. The new project was proposed within the framework of the BMZ special initiative "Fighting the causes of displacement - Reintegrating Refugees" ("Special initiative on flight"). The project might receive additional funding by the EU in the nearer future.
The FI project covers the three output areas ‘financial inclusion’, ‘financial literacy’ and ‘regulatory advisory services’ to the main political partners within the Central Bank of Iraq and/or the Ministry of Finance. The direct beneficiaries of the project are vulnerable people living in Iraq, especially low-income target groups, internally displaces people (IDPs), refugees and returnees. Where possible, a special focus is put on women and youth to benefit from enhanced access to financial services. The second group of beneficiaries are micro and small businesses operating in Iraq which benefit from better access to MSME supportive financial services including business loans.
Under the supervision of the Finance Manager, the Finance Officer will assist to ensure that financial management and accounting procedures are implemented and followed in accordance with GIZ rules and regulations.

Job description:

Implement all GIZ activities and closely work with GIZ CO in IRAQ to ensure efficient delivery of services in the assigned region

Enter all PSD transactions into the GIZ accounting software (On-Site Report) according to COMP daily and ensure posting by GIZ-CO

Work towards the achievement of the over-all goals of GIZ through effective managerial and lateral relations

Ensure understanding of roles, responsibilities, lateral relations and accountabilities. • Use most good faith towards the organization where you work with.

Adhere to GIZ code of conduct and ensure confidentiality of financial and management issues.

Ensure compliance and adherence with GAAPs, GIZ policies and standard accounting practice.

Implement and ensure all GIZ financial management, procurement procedures, assets management, HR policies and procedures are adhered.

Implement and ensure all respective donors and local Government rules and regulations are respected.

Manage & account cash as per the GIZ “instructions for management of cash”.

Keep the cash in a safe keys and other assets in a secure and protected place. • Keep record of all cash, bank and advances on GIZ cash books and reconcile daily.

Do cash counts weekly and whenever needed by Finance Manager, Programme Director, and official auditors from GIZ.

Print all payment vouchers and match with the documents and file.

Collect all authorized cash or bank payment receipts and bank statements.

Ensure all required documents are attached; calculations are correct, appropriate approvals and reviews made before any cash or bank payments.

Enter all PSD transactions into the GIZ accounting software (Winpaccs) daily and ensure posting by GIZ-CO

Match invoices/receipts with payment vouchers, GRN and other required documents.

Prepare cash, bank and advances reconciliations and submit for review/approval every week and monthly.

Ensure a regular follow up on settlement of all accounts and third-party receivables.

Ensure all income taxes, withholding taxes, VAT and other taxes are withheld and paid accordingly.

Keep all finance documents and reports are properly filed, labeled and stored in a clear and easily accessible manner.

Maintain the proper filing in DMS according to PuR on a regular basis.

Independent execution of tasks according to existing planning and consultation with his supervisor and Programme Director.

Be adaptable and flexible to take new tasks and new assignments as requested from time to time.
Required qualifications, competencies and experience Qualifications Professional Qualification:
The ideal candidate should hold bachelor’s degree in accounting or related area in finance & business administration is required.
Professional Experience:

Minimum of 1-3 years of relevant occupational experience in accounting skills and experience in general ledger, journal entries, payroll, cash/bank management is required

Experience with GIZ or international NGO would be preferred.

Computer literacy skills in MS Office programs, particularly Excel and accounting software experience in Winpaccs would be preferred

Excellent oral and written Arabic & English proficiencies are mandatory plus German language would be an advantage.

Willingness to travel to GIZ field offices and take temporary assignments
Other knowledge, additional competencies:

In-depth knowledge of accounting software, good experience of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
