Chemonics International seeks applications from qualified candidates for the position of Finance Manager for a USAID-funded project. This is a long-term position based in Baghdad, Iraq. The Finance Manager will oversee all aspects of the project’s accounting and financial management needs. The Finance Manger will coordinate with Chemonics project office staff and the Chemonics home office in Washington, D.C. to ensure the project is operating under practices consistent with Chemonics and USAID policies and financial practices.

Responsibilities include:

  • Ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW. This will include monitoring and spot-checking compliance with USAID regulations and Chemonics policies and overseeing financial management. 

  • Supervises the daily financial operations of the contract, which include cash flow management, time sheet recording, reporting to USAID on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures. 

  • Supervises the processing of payroll each month and preparation of salary receipt/payroll forms.

  • Ensures continuous liquidity for the project; supervises the finance teams and administrative assistant; and investigate and identify new ways of achieving project efficiencies. 

  • Provides regular financial reports to the project field office and home office. 

  • Liaises with home office to ensure seamless financial operations.

  • Processes the monthly field office project expenditures in accounting software.

  • Reviews VAT reports for the submission to the local tax administration.

Qualifications:

  • Minimum of a Bachelor’s degree in a relevant field, such as accounting, commerce, or business administration. Advanced degree is preferred.

  • A minimum of three years of experience in accounting and administrative support.

  • Experience working with Iraq financial/tax/legal requirements, working experience on donor funded projects and familiarity with the rules and regulations of international organizations is preferred.

  • Demonstrated working knowledge of accounting systems and software applications.

  • Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently.

  • Exceptional organization skills and ability to work under high pressure, fast-paced environments.

  • Fluency in written and oral Arabic and English is required.
