Under the of the Head of Project, the Finance Assistant will ensure that financial management and accounting procedures are implemented and followed in accordance with GIZ standards
Responsibilities:
  • Follow up the accountancy of the programme according to the rules and regulations of GIZ
  • Petty cash management (identifying cash requirements, cash withdrawals, keeping the cashbook, preparing and entering vouchers)
  • Management of the money flows and the receivables, their closure
  • Financial reporting to the superior
Tasks
  • Manage the cash box(es) / oversee the booking of all financial transactions in cash
  • Responsible for cash-based n the vouchers collected daily
  • Reconcile cash-books and cash accounts 
  • Report regularly and at any time on the content of the cash box (including any shortages in cash)
  • Report immediately all problems involving finance and regulations
  • Follow all rules and regulations for the monthly settlement
  • Avoid and / or eliminate all kind of errors in the cash accountancy
  • Prepare transfer slips and / or other bank documents according to the instructions of the Finance Officer
  • Arrange and facilitate payments letters for banks (small amounts)
  • Make bookings in close co-operation with the responsible of finance
  • Document money movement and file all the financial documentation according to the rules of GIZ
  • Make sure, that no document leaves the filing system without making copies and without assuring the return of the document
  • Support administrative and other bookkeeping staff to get cash related rules implemented
  • Send monthly journals and account balances to the superior
  • Work closely together with the accountant from the country office 
  • Maintain filing and keep information confidential
  • Assist in and/or carry out other tasks, as assigned
  • Prepare, transcribe, compose, type, edit, and distribute agendas and/or minutes of meetings
  • Establish, maintain, and update files, databases, records, and/or other soft and hard documentation for
  • Undertake further job training related to his/her position and duties, if required

Required Qualifications and Competencies
  • Education: University degree in financial administration, finance, business administration. 
  • Minimum of 3 years of professional experience as cashier with an international NGO, international organization, or enterprise and familiar with international standards in accountancy and cash flow 
  • Thorough experience in working together with other administrative departments (administration, coordination, management of human resources, technical advisory services)
  • Responsibility: Independent execution of tasks according to existing planning and consultation with supervisor and colleagues. 
  • Tasks require constructive creative thinking, sometimes also conceptual initiative. 
  • Fluent Arabic and fluent English language proficiencies are mandatory (written and spoken). German language is an advantage. 
 
Other knowledge, additional competencies 
  • Office Software literacy 
  • Team player, proactive and responsible personality, innovative and flexible.
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office) 
  • very good written and oral knowledge of English and Arabic and knowledge of German is advantage. 
  • politeness and helpfulness in dealing with visitors 
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
