World Vision - Iraq Office is looking for a highly qualified and motivated person for the position of Field Security Officer (Duhok and Northern Nineveh)
 
PURPOSE OF POSITION:
This Purpose of Position will be used in the WVI Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences. MAJOR RESPONSIBILITIES:
Strategy & Planning
  • Assist the Response Security Manager in Implementing the Response security strategy in alignment with WV security policy so as to ensure the operational priorities of the Zonal Office is appropriately supported.
  • Ensure Security Risk Assessments, Context Risk Ratings and Core Security Requirements standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training.
  • Provide technical leadership and guidance to the Zonal Staff.
 
Security Operations
  • Work with the Zonal Response Program Manager and other managers as appropriate to carry out Security Risk Assessments as required / directed.
  • Ensure Zonal Context Risk Ratings are established and updated as required.
  • Ensure Core Security Requirements are implemented in line with Context Risk Ratings for the offices within area of ​​responsibility.
  • Provide input and support to management in crisis situations and critical incidents
  • Conduct security investigations when required.
  • Conduct site visits with Operations team to conduct new area Security Risk Assessment to assist in expanding operational reach / portfolio.
 
Networking and External Liaison / Engagement
  • Represent WV at local NGO security network meetings and ensure information from these groups is issued to relevant staff.
  • Build ongoing networks for sharing security information and coordination.
 
Capacity Building and Technical Training
  • Coordinate the assessment, development and implementation of the response office capacity building plan for Zone Staff based on local security risk assessment.
  • Seek to develop a culture of security awareness and monitor staff compliance.
 
Reporting and Documentation
  • Provide a regular security report to the Response Security Manager and National Security Coordinator.
  • Ensure that all security incidents are reported in accordance with WV Security Policy.
  • Build the capacity of the field-based security focal persons where present.
  • Collect, analyze and distribute security information appropriately.
  • Maintain all required security documents, to be reviewed and updated regularly and / or when needed.
 
Transportation and Fleet Coordination
  • Coordinate transportation service provided by a third party for conducting World Vision's business
  • Facilitate requests for transport from staff to conduct World Vision business, or with the proper approval.
  • Ensure the vehicle tracking system is up to date and functional.
  • Establish standardization for the vehicle fleet concerning equipment, safety and maintenance.
  • Oversee daily vehicle mileage and fuel consumption recordkeeping.
  • Prepare timely requisitions for spare parts and maintain an appropriate stock.
 
KNOWLEDGE, SKILLS AND ABILITIES:
  • Bachelor's degree in relevant field, or equivalent experience of 2 yrs. 'In humanitarian security management.
  • Police / Law Enforcement Training and experience is preferred.
  • No previous criminal record or convictions
  • REQUIRED: Confirmed employment of the Field Security Coordinator is contingent on him / her passing the HEAT training course within 90 days of employment or approved OCS equivalent (probation period)
  • At least three (1) years' experience in a proven security field (public, private, and government or NGO sectors).

  • Knowledge of fleet management and journey management
  • Experience in operating in high security risk environment / armed conflict situations.
  • Ability to communicate well in Arabic and Kurdish (verbal and written) - particularly in a crisis.
  • Ability to communicate well in English (verbal and written) - particularly in a crisis.
  • Computer literate (Word, Excel, PowerPoint).
  • Valid Passport and Driver License
  • First Aid qualified preferred.
  • Demonstrated experience in delivering security training.
  • Demonstrated ability to work effectively under pressure (particularly in a crisis)
  • Practical knowledge of tools, mechanisms and procedures for personal and organizational security.
  • Professional - always have in professional manner and demonstrate ability to represent the organization well at interagency meetings
  • Demoted personal values, attitudes and behaviors that are consistent with World Vision Core Values.
  • Minimum (1) years' experience working with UN Agency / NGO plus relevant field security experience.
  • Radio and / or Satellite phone communications experience, operations and management.
 
Work Environment
  • Complete Travel and / or Work Environment statements if applicable.
  • The position requires ability and willingness to travel domestically (and possibly internationally) up to 50% of the time.
  • Non-standard work hours due to the nature of the security occurrences - may be asked outside of normal office hours.
