Responsibilities 
The Field officer is responsible for 
  • Support program implementation inside the province of Ninewa on operational aspects 
  • Contribute to the update the political context in Ninewa and the access issues in coordination with the GIZ Risk Management Office, Liaison Office APB Component 
  • maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ. 
  • Support the senior programme manager with all required tasks. 
  • Obtain technical information and supporting the needs in the area of responsibility in accordance with the specified quality standards 
Tasks 
Management and coordination 

The Field Officer 
  • coordinates and assists in preparing and conducting project activities and carries out other activities required 
  • Keeps good relations with the political and implementation partners in the project area in close coordination with the technical staff and the staff of the cluster coordination in Erbil. 
  • coordinates the use of field office and transport capacities (in close cooperation with RMO) in accordance with the agreement on the use of facilities at the relevant office location in Ninewa. supports GIZ advisers in carrying out their work in Ninawa. 
  • assists the project staff with all organisational and management issues in the field. 
  • participates in formulating project action plans and helps synchronise the planning and budgeting system 
  • Supports in documenting training events, workshops, forums, team meetings and other project activities. 
  • Provides (written) documentation and updates on developments that impacts the implementation. 
Communication and networking 
The technical professional 
  • develops and maintains contact with all important stakeholders 
  • provides technical assistance to local and international experts 
  • ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc. 
Other duties/additional tasks 
The technical professional ▪ performs other duties and tasks at the request of management 
 
Required qualifications, competences and experience 
Qualifications 
  • university degree in an area that is related to the project/programme objectives, with a focus on a relevant field (equivalent to BA or MBA) 
Professional experience 
  • At least 5 years’ professional experience in a comparable position and the area. 
Other knowledge, additional competences 
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office) 
  • strong managerial and organisational competence 
  • willingness to travel around Ninawa regularly 
  • very good knowledge of the English, Arabic and Kurdish. 
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
