Private Sector Development (PSD) & Employment Promotion/ Economic Integration of Young People and Returnees” Project 
PSD is a German Government commissioned project which aims to support employment creation via the private sector nationwide. With its holistic, two-way approach of supporting the Government of Iraq in improving the business and investment climate for private entities, as well as matchmaking and qualification measures for job seekers and companies, the project targets sustainable short-, medium-, and long-term build-up of employment opportunities in order to provide perspectives to young people and returning refugees. 

The project supports young people and returning refugees to improve their employability in selected labour markets, through skill development efforts such as vocational training as well as sustainable job placement measures with existing organizations. Young people are supported on two levels – to gain valuable skills and to find potential employers 
Responsibilities 
The position holder is responsible for: 
  • Implementation of the project’s activities in its Field of Action (FoA) 4 – qualifications & Labour Market Measures. In its FoA 4, the project aims to implement needs-oriented employment promotion measures and improve the range of such services available for young people including returnees. 
  • Providing technical support in designing plans to engage private businesses in youth employment promotion, with specific focus on the empowerment of women and returnees; 
  • Identifying appropriate job placement/training opportunities for young people with specific focus on the empowerment of women and returnees; 
  • Contacting private sector businesses to develop on-the-job training and/or direct job placement for young people with specific focus on the empowerment of women and returnees; 
  • Maintaining cooperative relationships with government, private sector, education and vocational training providers, and NGOs; 
  • Maintaining accurate data on job placement /training opportunities for young people with specific on women and returnees; and other pertinent information as outlined by the Head of Activities 

 
Tasks 
  • Implementation The position holder supports the implementation of the project’s operational plan in coordination with Head of Labor Market Measures and Psychosocial Support Activities. This may include the full responsibility for certain activities according to the standard project cycle. Planning and Monitoring The position holder provides local, practical, and academic knowledge to the project planning process. Especially stakeholder identification and mapping activities and local research efforts. Furthermore, the position is responsible for results assessment according to GIZ standard M&E schemes with the preparation of reports and public relation material. 
  • Coordination & Identification of Stakeholders The position holder serves as liaison officer and activity coordinator to political partners, national organizations, and beneficiaries. This includes representing the project and its activities, built-up and care for relationships, identification of potential cooperation partners, and being the contact person for administrative and political office holders to the project. 
  • Other duties/additional tasks The position holder will support the project with any additional task if necessary. 
Required qualifications, competencies and experience 
  • Academic degree in relevant fields such as (but not exclusively) in social sciences, political science, economics. 
  • At least 4 years of experience in the field of labour market measures such as job placement and vocational qualification/ training ideally aimed at young people. 
  • Technical experience in gender equality and women’s economic empowerment, 
  • Proven experiences in supporting development cooperation efforts in the field of youth employment, youth skills advancement, youth organisations. Practical knowledge of gender equality measures is an advantage. 
  • Proven work experience in international development cooperation organizations is an advantage. 
  • Experiences coordinating activities with political and administrative entities such as ministries and political office holders. Distinctive diplomatic and socials skills are expected. 
  • Above-average academic Arabic and fluent English language proficiencies are mandatory (written and spoken). 
  • Management experience of small teams or contractors is an advantage. 
Other knowledge, additional competencies 
  • Office Software literacy. 
  • German language skills are an advantage. 
  • Team player, proactive and responsible personality, innovative and flexible. 
  • Ability to travel in Iraq and abroad for limited periods of time.
