Migration Advice Centre Context
The Global Programme “Programme Migration for Development” (PME) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to establish migration advice structures in twelve partner countries of German Development Cooperation. 
The objective of the programme is to strengthen the development-relevant contributions of migrants in their countries of origin and improve the framework conditions for legal migration in selected partner countries. 

Overall Purpose of Post 
The Coordinator will be fully responsible for the GMAC Erbil activities including coordinating the counselling and information activities, coordinating the activities of the Career Centre and develops plans and activities in compliance with GIZ’s Country Office. The Coordinator will supervise technically and disciplinary all him/her assigned GMAC Erbil staff. He/she represents the migration advice centre to external and internal partners and stakeholders. He/She liaises with internal (GIZ) and external partners involved in the facilitation of migration advice activities in the national context as well as in Germany and leverages further synergies and areas of cooperation. This includes a strong collaboration with the GMAC Baghdad and its Coordinator. The objective of the assignment is the conceptual development, operational implementation and monitoring of migration advice in constant coordination with the Head of Project and the GIZ country office.
Main Role:
The incumbent achieves successful results of given KPIs, forward-looking solutions in any or a combination of political, economic, and social development referring to economic reintegration of returnees, through the management of: cooperation and consensus among stakeholders within the selected intervention areas and converging of support of various experts and specialists for the project. 
In addition to building multi-stakeholder cooperation with government institutions, private sector companies and NGOs for the purpose of employment promotion and capacity building activities. In charge of the planning and implementation of the centre’s integration process with the Ministry of Labour and Social Affairs. 

Reporting Relationship:
  • The Coordinator reports directly to the Head of Project.
  • In carrying out her/his role, the Coordinator performs the following major duties:  
  • Major Functions/Duties:  
  • Project Management – Manages the project activities as well as both the Advisory Centre and the Career Centre according to project goals, team agreements, and/or general.   
Communication and Networking – 
  • Develops and maintains contacts with all relevant stakeholders, cooperates/links with/and coordinates and ensures regular contacts with them, as well as with other GIZ programs/components/projects and other organizations within the assigned territory
  • Organizes and develops relationships with governmental partners
  • Develops plans towards private sector engagement  
 
Quality Management-
  • Contributes to the quality of all Program-sponsored measures, including technical design and implementation through e.g.:
  • Quality control for technical services, e.g. Team of migration and reintegration advisors, Team of career center advisors, Admin and Finance Unit and PR
  • Support to the monitoring and evaluation process through gathering data and participating in evaluation activities as agreed.
  • Information, Knowledge Management, and Public Relations – Ensures the documentation and utilization of technical expertise, lessons learnt and best practices. Contributes to appraisal missions, proposal reviews, amendments and extensions.
  • General Corporate Tasks – Performs other tasks relevant to the job or organization unit when the need arises and participates in task teams and other corporate entrepreneurial or strategy-linked endeavors. 

Responsibilities/Tasks
  • Develop, coordinate, implement, and monitor day-to-day operational systems and processes that provide visibility into goals, progress, and obstacles for our key initiatives of the Advisory Centre
  • Holds accountability of centre’s procurement and expenses. 
  • Responsible for budget planning, process and settlements
  • In charge of task distribution, staff capacity development and maintaining team work 
  • Screen relevant stakeholders and their interests/needs in country but specifically in the targeted territories in Northern Iraq, mobilize stakeholders (public, private, civil society) 
  • Coordinate the elaboration and implementation of a work plan in country with partners, ensure coordination with other stakeholders and partner ministries
  • Plan and organize, with support from administrative assistant, technical workshops and 1-2 high-level events on sustainable approaches of socio- and economical reintegration in Northern Iraq
  • Plan, coordinate, conduct meetings and trainings with national project partners; support study tours and site visits; guide the financial assistant in organizing events
  • Ensure the proper implementation of local subsidies and grants together with financial team
  • Supervise the missions of international/ regional short-term experts and other service suppliers who might be mobilised to support the implementation of activities in country (dialogue on priority interests of partners for technical assistance, forms of technical assistance and dialogue, content to be provided in studies, workshops etc.)
  • Steer the contracting of national short-term consultants and service suppliers (consultants with a specific expertise, interpreters, translators, event organizers,
  • etc.) including profiles identification, terms of reference elaboration, follow-up and reporting of activities based on ToR
  • Monitor and ensure the quality of services and deliverables, as well as technical reporting expected from grants recipients; organise on-field missions if needed,
  • Monitor activities and regularly report/ exchange with Head of Project, quarterly written update (1/2 pager); inputs to annual progress reports
  • Accompany awareness raising and communication activities in collaboration with NGOs or other partner organisations
  • Ensure proper visibility of the programme in country, and participate in the dissemination of results, experiences and best practices
  • Organize and facilitate national steering committee meetings and other meetings during the programme

Competency Requirements:
  • Full grasp – both theory and practice – of Project Cycle Management 
  • Demonstrated project management and communication /networking skills

Professional Qualifications:  
  • Educational background BSC or MSC in Social Sciences, Politics and/or International Relations, Economics, Project Management or a similar field of study
  • Desired: at least 5 years’ experience with demonstrated leadership role
  • Worked within the field of International Companies or Organizations
  • Preferable working experience in the fields of; employment promotion, migration and reintegration, private sector engagement or similar fields
  • Fluent in English, Kurdish and Arabic, Knowledge of German is a big advantage 
  • Good facilitation and communication skills
  • Thorough understanding of the political and economic context and sensitivities and a diplomatic approach towards difficult situations
