About Project
The conflict between the Syrian regime and opposition forces, which began more than ten years ago, has since become increasingly fragmented and violent. The situation of the people on the ground is becoming increasingly critical amid massive human rights violations.
The stabilisation project focuses on strengthening civil society vis-à-vis the regime and extremist groups by maintaining the influence of civil society actors on the ground. This is achieved through the promotion of civil society initiatives, local consultation processes, and the reintegration of marginalised groups. Due to the security situation in Syria, the project is being implemented remotely from Erbil/Iraq.


A. Responsibilities
The Contract Professional is responsible for;
• preparation of consultancy and financing contract in accordance with GIZ standard procedures
• checking the commercial suitability of fund recipient
• reviewing/ cross-checking project proposals with budgets
▪ supporting partner organizations on financial aspects (invoicing & reporting) for the correct implementation of GIZ’s financial agreements such as Grant agreements and local subsidies
▪ fund related communication with stakeholders and contracted NGOs

The Contract Professional performs the following tasks:
B. Tasks
1. Contract Management

The Contract Professional is responsible for:
▪ knowing GIZ’ financial and contractual requirements and being familiar with GIZ’ “Process & Rules”
▪ contract preparation as per request, TOR, contract award documentation provided from respective project officers
▪ conducting commercial suitability assessment for partner organisations to determine the type of financing contract the NGO can receive
▪ supporting partner organizations through on job trainings on financial reporting and accounting procedures.
▪ pre-checking vouchers/settlements of financing recipients to ensure that documentation is done properly
▪ reviewing and verifying all financial documents submitted by the partners before forwarding them to the relevant department in the GIZ headquarters (Germany) or country office (Iraq)
▪ reporting without delay to line Manager/ AV problems regarding partners’ financial management of GIZ funds and compliance with rules.

▪ developing and managing a system for monitoring on all local subsidy/financial/grant agreement’s issues (i.e. reporting periods, audits, contract amendments)
▪ liaise with Auditor on all issue related to grant agreement
▪ acting as a focal point for the process of payment requests to Country office in Iraq.
▪ keep tracking the payment procedure of the Contract with coordination of the accounting department
▪ supporting GIZ in its communication with partner organisations where financial and contractual matters are concerned
▪ Proper filing system according to GIZ
▪ Treats information confidentially


2. Communication and networking
The Contract Professional:

▪ ensures good communication with relevant stakeholders (recipients of local subsidy/grant agreements, financial and contract departments in GIZ country office in Iraq and GIZ Headquarter in Germany)
▪ provides technical assistance to recipients
▪ ensures knowledge management: collects, processes and distributes relevant information, best practices, lessons learnt and ensures timely communication


Other Duties/Additional Tasks
The Contract Professional:
▪ performs other duties and tasks at the request of the financial and administrative management


C. Required qualifications, competences and experience
Qualifications

▪ University degree (Bachelor or master) in Business Administration, financial management or equivalent.


Professional Experience:
▪ At least 5 years professional experience in a comparable position, experience in grants management, finance administration and accounting an advantage
▪ knowledge of auditing policies
▪ Experience with international NGO work an asset
▪ Being familiar with the context of development cooperation
▪ Very good language skills in English and Arabic, both speaking and especially writing, German will be an asset

Other experiences and skills:
▪ good working knowledge of ITC technologies, related software and computer applications (e.g. MS Office)
▪ quick learner and willingness to learn new tools and procedures, especially GIZ processes & and regulations
▪ ability to work independently
▪ ability to work with trustworthiness and integrity
▪ strong interpersonal and communication skills
