We are looking for a talented, analytical, detail-oriented, accountable and proficient multitasker Contract Specialist to perform a range of duties including negotiating contract terms, preparing contracts, evaluating bids, and researching  current regulations. You will analyze and interpret a wide range of documentation, negotiate contract terms and  conditions between various parties, maintain files for contracts containing original contracts, relevant  correspondence, amendments, clarifications and payment schedules, and clarify the terms of employment contracts  with staff. 
To ensure success, you should enjoy drafting and editing contracts, demonstrating excellent attention to detail  abilities, detect errors and inconsistencies in contracts, and have outstanding knowledge of all laws pertaining to  specific contracts. In addition to being an excellent communicator, you should also possess in-depth knowledge of  procurement regulations, contract agreements, and legal terminology. 

Responsibilities

  • Negotiate contract agreements for products and services. 
  • Assess contractor performance to identify the need for amendments of existing contracts. − Prepare and edit contracts between the company and potential clients. 
  • Handle breach of contracts in a timely manner. 
  • Serve as the main liaison with outside contracting representatives. 
  • Develop and implement effective procurement proposals. 
  • Research regulations to guarantee contracts are updated and in compliance with laws. − Coordinate with clients to guarantee terms of contracts are fulfilled in compliance with the contract terms and  regulations. 
  • Liaising with staff on all levels of company to analyze and determine comprehensive contract strategy. − Designing standardized language and guidelines for contracts. 
  • Reviewing contracts for compliance with language guidelines. 
  • Collaborating with internal procurement, legal and human resources teams to ensure contracts' compliance. − Sharing and clarifying contract processes, conditions and details with management, business partners and  employees. 
  • Obtaining contract-related information from relevant parties. 
  • Reviewing contracts, verifying accuracy, and resolving discrepancies in line with company rules and guidelines. − Ensuring relevant documentation accompany contracts and maintaining digital and hard copies of relevant  documentation. 
  • Liaising between parties regarding contract development, and negotiations regarding terms and conditions,  and drafting and revising changes as required. 
  • Identifying potential risks contract changes may pose to company. 
  • Lead/conduct contract negotiations on terms and conditions of construction and supply agreements (including  EPC, EPCM-contracts) while liaising effectively with procurement, internal stakeholders, vendors and legal 
  • counsel and drive the review process to ensure timely execution of agreements to maintain project schedules  and needs. 
  • Supports the PM in managing the Procurement Plan and project budget through cost event review with  contractors; budget review with Planning & Control; update of the Procurement Plan, preparation of  authorization forms for direct awarding. 
  • Analyze contract change requests from contractors, preparation of authorization forms for Contract  Amendments, follow-up of the relevant contracts’ amendments by procurement. 
  • Monitors milestone dates, contract compliance and the progress of contracts by interfacing with Construction,  Engineering, Expediting & Logistics, Cost Control, the Project Manager, and vendors regularly, and prepares  any necessary formal notifications when submittals or progress are out of compliance. 
  • Prepares official letters to contractors regarding contracts execution, prepares information for legal  department for claims, follows up the register of claims, participates in negotiations with contractors about  claims. 
  • Organizes approval of subcontractors by project team, collecting required documents from subcontractors,  following up the register of subcontractors. 
  • Monitors the provision bank guarantees, parent company guarantees by the contractors timely and in  accordance with the contractual requirements. 
  • Support the function in charge of Local Content Requirement with Documentation from contractors retrieving  and checking their completeness and compliance.  
  • Prepares, writes, and distributes monthly Contract Management report to keep the PM apprised of project  costs and to complete the project within budget. 
  • Supports AFC by responding timely to due diligence questions from investors in order to fund the project. − Provide support to Engineering and Procurement in the preparation of Request For Proposals, to ensure all  company E&C contractual requirements and specifications are included in accordance with company policies,  procedures, and lessons learned; 
  • Examine the details of all contracts and provide training to the onsite Project Team of key areas of risk and  sections of the contract and exhibits to pay attention to. 
  • Contribute to keep IT Company Systems Updated with information on Project status/actions, project reports  and documents 
  • Travel is necessary to visit sites and staying on the project for a designated duration.  − Working hours are typically standard office hours, but strict deadlines mean longer hours, weekends and being  on-call are all possible and expected. 
Skills and Requirements 
  • Experience in camp construction projects. 
  • Experience with Oil & Gas companies. 
  • Master’s degree in law or Economics (preferable). 
  • Master’s degree in Engineering (preferable). 
  • 15 years with proven responsibility assignment as contract manager in construction projects. − Excellent knowledge and experience in contracts construed in accordance with the laws of England and Wales. − Excellent verbal and written communication skills. 
  • In-depth knowledge of procurement regulations, contract documents, and legal specifications. − Outstanding negotiation and interpersonal skills. 
  • Ability to resolve client complaints and concerns. 
  • Strong interpersonal skills with the ability to effectively work within multi-disciplinary, multi-country project  teams.
  • Outstanding project management skills. 
  • Outstanding organizational and detail orientation skills. 
  • Ability to analyze situations and information and formulate a plan of action. 
  • Experienced with budget preparation and management. 
  • Outstanding knowledge of Supply chain process. 
  • Excellent knowledge of purchasing and expediting procedures. 
  • Excellent knowledge of construction procedures and contracts. 
  • Familiar with legal issues/terminology. 
  • Working knowledge of risk assessment, auditing, and risk management techniques. − Core knowledge of accounting. 
  • Experiences in Oil & Gas camp construction projects. 
  • Experiences in an international context. 
  • Knowledge of construction practices, planning, contract management, environmental and safety  requirements. 
  • Availability to Travel abroad. 
  • Proficiency in Microsoft Office (Outlook, Excel, Word, PowerPoint, Teams). 
  • Proficient knowledge of legal requirements pertaining to relevant contracts. 
  • SAP/ERP experience. 
  • Outstanding organizational skills. 
  • Outstanding communication skills, both written and verbal.  
  • Excellent reading and comprehension skills. 
  • Proficient ability to detect errors and inconsistencies. 
  • Fluent in English
