The Private Sector Development and Employment Promotion (PSD) project is requesting services for individual consultants for Business Development Services (BDS) needs analysis report
The Private Sector Development & Employment Promotion (PSD) Project in Iraq is a multi-donor action commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union (EU), and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
The PSD Project supports governmental efforts of creating conditions for a growth-oriented business and investment climate in central and south Iraq as well as the Kurdistan Region of Iraq. It provides advisory services for economic reforms to government partners and supports fact-based policymaking through promoting the inclusion of private sector representations, academic institutions, and civil society organizations into policy-making processes.
In addition, the PSD Project supports the creation of employment prospects in the private sector for young Iraqis, especially women and returnees, following an integrated approach that combines labour market-driven skills development and job placement measures as well as entrepreneurship development, and advisory services for MSMEs.
Overall, this multi-donor action puts emphasis on developing the long-term abilities of its partners such as the Ministry of Higher Education and Scientific Research, Ministry of Labour and Social Affairs, chambers, and business associations. Special attention is given to sectors with a strong potential for growth such as agribusiness, solar energy, waste management, and hospitality, with a regional focus on Baghdad, Basra, Diwaniyah, Diyala, Erbil, and Mosul.
Service requirement:
Business Development Services (BDS) is a crucial area of action for the objectives of the Private Sector Development (PSD) project in Iraq. BDS encompasses several areas of intervention, namely trainings on business-related topics, advisory sessions, networking sessions where MSMEs can interact with one another on topics or with the relevant public sector authority, and mentoring sessions for MSMEs among others. As the PSD project looks to expand into new regions and supports chambers & business association partners and MSMEs further while upscaling implementations, the project would like to conduct a needs analysis to provide a more bespoke overview of areas of intervention for the upcoming years for Business Development services.
An assessment is to be conducted through desk research, interviews, and meetings to draft a bespoke BDS needs analysis for all relevant project regions (Baghdad, Basra, Mosul, Erbil, Diyala). The objective is to provide PSD with a comprehensive and bespoke report looking to outline areas of BDS that would need to be worked on, specific to the project regions, and where activities can take place on a national level for all projects regions.
The report should outline the main deficiencies and obstacles for MSMEs and partner organizations for PSD to be able to better prepare areas of implementation for these recommendations. The report should also look to include current and past implementation undertaken by PSD with a view to providing feedback on the possibilities of upscaling or expanding on them in the future. This report should finally look to provide recommendations that are in line with the objectives of GIZ, including sustainability and upholding the policy of do-no-harm.
The approximate technical requirement of the consultant is as follows:
- Education/training: First class university qualification (Advanced university degree is preferred) in business administration, economics, management, or engineering.
- Language: Excellent business language skills in English, Kurdish, and Arabic.
- General professional experience: Minimum 2 years experience in business consulting, business development, and business administration, specifically related to small and medium companies.
- Regional experience: Knowledge of the business landscape and economic context in Iraq (including the Kurdistan region) for at least 3 years.
