Consultant Construction Engineer

Objectives and final deliverables (in order of priority, if possible)

  1. The Consultant Engineer will be responsible for providing technical support during implementation of construction activities in consultation and coordination with the Project Coordinators / Project and program managers and respective technical advisors.
  2. The consultant Engineer will be providing support during the development of proposals for construction components under Non- WASH projects in close collaboration with the project design team
  3. Conduct technical feasibility assessments, preparation / review of BOQs and provide technical notes for procurement and tendering.
  4. Conduct quality check for all construction items and pay visit to the project sites to do quality check after installation and completion of the work and prepare quality evaluation report accordingly
  5. Advise on good environmental practices and controls during construction and mitigate environmental impacts of the works
  6.  Ensure proper submission of a consultancy report that summarises details of work done, detailed assessment reports and recommendations for project implementation.
  7. Advise on correct safety standards and create awareness amongst contracted firms and of their responsibilities to the public and work associates
  8.  Coordination with relevant government departments, gathering information, and technical specifications for project design. Including field, visits to get more details /validate identified needs. In addition, to get final approvals on the designs (BoQs).
  9. Consolidate a list priority projects and preparing detailed bills of quantities for civil engineering works, including costs for budget preparation. All works should be in line with the respective government department and the cluster’s priorities,
  10. Support the Project Coordinator/ Project Manager in the Procurement Request process
  11. Participate in the regular meetings to review the quality of the work. Prepare the required reports to the line manager and feedback with accurate information
  12. Assist in tendering process for supplies and purchases
  13. 13 Assist in establishing and oversight of implementation of systems for efficiently controlling the quality of technical works, and controlling the quality of the final construction outputs as per donor and user community expectations
  14.  
  15. When required to supervise and monitoring the limited rehabilitation works for WVI’s Field offices
  16.  
  17. Other tasks as requested by the Line Manager and/or Zonal Managers and supply chain

 

Required Qualification and Experience:
• BSc Degree in Civil Engineering or equivalent academic and professional background
• Experience in assessing, designing, planning and implementation of construction/civil engineering works
• Technical research skills, including qualitative and quantitative approaches to inclusion.
• Understanding of Protection issues, especially among children response and community based protection
• Presentation and writing skills
• Demonstrated understanding of the work proposed in the TOR
• Strategic, creative and innovative thinking.
• Demonstrated understanding of the NGO sector
• Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts
