Chemonics International seeks applications from qualified candidates for the position of Conflict Mitigation and Adaptive Advisor for the USAID Iraq Durable Communities and Economic Opportunities (DCEO) Project. This position will be based in Baghdad, Iraq. The Conflict Mitigation and Adaptive Advisor is part of the DCEO’s technical advisory team and provides technical support to program design and implementation.  
 
Responsibilities include:
  • Responsible for providing technical assistance to ensure that project activities to mitigate drivers of conflict in targeted communities and to enhance community leadership of inclusive local development activities (Objective 1 activities) are designed and implemented in a manner that reflects conflict sensitivity and are nuanced to the particular circumstances of each community.
  • Provide technical input that assures that all DCEO activities contribute to mitigating conflict and building adaptive community responses and strategies into task order design, activity design, activity implementation, and activity monitoring and reporting – focusing on community adaptive capacity, conflict mitigation and peace building, and community leadership development.
  • Ensure Objective 1 activities across task orders are designed and implemented in a consistent and complementary way from a technical perspective. 
  • Contribute to ensuring that Objective 2 activities reflect conflict sensitive and adaptive design.
  • Contribute to periodic technical assessments and research products.
  • Contributes to appropriate implementation of program strategy by actively participating in various monitoring, analysis, learning, and feedback loop mechanisms as a matter of routine.
  • Ongoing research, tracking, etc in collaboration with local staff in-country, identifies program opportunities and potential local partners. 
Qualifications:
  • Bachelor’s degree or greater in a related field
  • Minimum 5 years of relevant experience, preferably in a technical advisory or program design role or similar on large scale USAID- or other donor-funded programs
  • Demonstrable experience in conflict assessment, conflict mitigation strategies, building community adaptive capacity in conflict and post-conflict environments, and peace building, and community leadership development
  • Knowledge of current political, economic, social, and cultural dynamics in Iraq
  • Strong leadership skills and demonstrated ability to manage and motivate staff and teams
  • Fluency in English and Arabic language required
