Background

The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development  (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development.  Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.
 
In line with Objective 1, the anticipated 100 Solutions for Stability Task Order will support Iraqi communities to address key drivers of instability through community-based solutions. The Community Coordination Officers will be the project’s front-line staff within communities.
 
DCEO intends to hire multiple Community Coordination Officers and these positions will be based in the provinces where DCEO will work including Baghdad, Ninawa, Mosul, KRI, and Basra. Applicants from those specific locations  are strongly encouraged to apply.
Reporting
The Community Coordination Officer (CCO) reports to the Conflict Mitigation Advisor.
Responsibilities: 
  • Build and maintain relationships with the local authorities, individuals, community groups and local partners to support the DCEO objectives.
  • Responsible for securing local approvals for the project activities from the community leaders.
  • Coordinate with the community leaders to identify the stabilization needs and solutions. 
  • Coordinate community-wide events with local organizations to build or strengthen community partnerships and engage local leaders and stakeholders.
  • Provide inputs on selection criteria for potential local partners in the community level.
  • Work closely with the Conflict Mitigation Advisor on identifying the main actors and power brokers in the community. 
  • Assist the technical team in determining the vulnerable groups in the targeted community. 
  • In collaboration with the technical team, identify the main conflict drivers in the targeted community. 
  • Facilitate community dialogue in the targeted community.
  •  Contribute to the project activities materials including activity design, research, reporting, and work plans. 
  • Coordinate with the DCEO grants team in the management of all local grants and procurement to ensure cohesive activity implementation. 
  • Work closely with grants and MEL teams to provide necessary support 
  • Undertake other duties as assigned by supervisor. 
 
Qualifications:
  • Bachelor’s degree or greater in a related field or equivalent demonstrated professional experience
  • Minimum 3 years of relevant experience, preferably community reconciliation and program design
  • Excellent understanding of the demographic changes in Iraq
  • Demonstrable experience in conflict assessment, conflict mitigation strategies and peace building, and community leadership development
  • Knowledge of current political, economic, social, and cultural dynamics in Iraq
  • Arabic or Kurdish language required and English skills are desirable. Proficiency in other languages spoken in Iraq are a plus.
