Ninewa Governorate in north-western Iraq continues to be severely affected by the effects of the occupation by the terrorist organization Islamic State (IS) and the subsequent liberation struggles. The public social and productive infrastructure is still partially or completely destroyed, especially in the west and south of the province. Reconstruction has so far only taken place to a limited extent and only in certain areas, while other areas are neglected (e.g. Sinjar and Tel Afar). There is no strategic planning for physical and economic reconstruction at
either local or national level.

The project “Strengthening resilience in dealing with crises and conflicts in Ninewa Province” (SRN) is located in Ninewa Governorate and focuses on the districts of Mosul, Sinjar, Ba’aj and Tel Afar. It aims to strengthen the resilience of the population in dealing with crises and conflicts and implements measures in the fields of Livelihoods, Rehabilitation of Public Infrastructure and Social Cohesion.

Responsibilities - Communication Specialist for:

  • Responsibility for ensuring smooth communications and cooperation with Iraqi governmental authorities.
  • Acts as a focal person of the project for managing the liaison with civil society actors
  • Ensures all relevant actors from political institutions and civil society are well informed about project activities and included in planning processes where necessary
  • Organizes focal group discussions for selecting project interventions together with communities.
  • Preparation and accompaniment at meetings with Iraqi authorities and communities
  • Ensures a good flow of communication with political partners and communities on project progress and challenges
  • Ensures good flow of communication within the project internally on external liaison processes
  • Supports the AV on external requests on information (such as BMZ, GIZ HQ, Country Office, etc.)
  • Supports AV in management tasks.
  • Organizes events in close cooperation with the admin staff of the Cluster

Qualification and Specialist Knolwedge

  • University degree A least 4 years of work experience in the humanitarian or development sector
  • Fluency in Arabic and English
  • Very good and target-group oriented communication and networking skills – both verbally and in writing
  • Thorough understanding of the political landscape of Nineveh Governorate
  • Strong problem-solving skills
  • Longstanding experience of working with Government Authorities in Federal Iraq
  • Ability to work independently and self-responsibly
