The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit federal enterprise that supports the German Government and many public and private sector clients in around 120 countries in achieving their objectives in international cooperation. With this aim, GIZ works together with its partners to develop effective solutions that offer people better prospects and sustainably improve their living conditions. The Programme “Strengthening the Participation of Women in the Rehabilitation and Peace Process in Iraq” will contribute to SDG 5 (achieve gender equality and empower all women and girls) and 16 (promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels). The process of rehabilitation and peace building are dominated by established political actors and tribal and religious leaders. Women are largely excluded from taking part. The program will implement with international and local partners in KRI and Central Iraq, targeting women from diverse ethnic origin and government institutions as well as civil society at all levels. With the second intervention area we will strengthen the gender competence of selected partner of German development cooperation. A profound knowledge of gender concepts and strategies within development organisations and development work is required for this position. 
 
Responsibilities 
The advisor / technical project staff is responsible for 
  • managing an area of responsibility that forms part of the programme objectives and/or agreements with the superior 
  • assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups 
  • innovation and knowledge management 
  • implementing daily operational aspects of all issues related to the area of responsibility 
  • processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards ▪ maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ 
Tasks 
Management and coordination The advisor / technical project staff 
  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation 
  • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects 
  • compiles the relevant information for joint activities and assignments 
  • coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components 
  • is responsible for approving and controlling expenses for project activities in accordance with the prevailing provisions 
  • assists with all organisational and management issues 
  • regularly consults with the GIZ officer responsible for the contract and cooperation on all project activities 
  • identifies the needs of government institutions and NGOs 
  • participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts 
  • is jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities 
Advising the partner institution(s) The advisor / technical project staff 
  • coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components ▪ monitors the development and implementation of project/programme plans and activities in close consultation with counterparts 
  • contributes to preparing and implementing the coordination process, joint project/programme activities and work at the regional level 
  • deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity 
  • identify the needs of government institutions and NGOs 
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives 
  • participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts ▪ is responsible for approving and controlling expenses for project activities in accordance with the prevailing provisions 
Networking and cooperation The advisor / technical project staff 
  • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships 
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme 
Knowledge management The advisor / technical project staff 
  • ensures knowledge transfer to project/programme information 
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures 
  • draws up reports and presentation documents 
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office 
  • assists with research activities and studies on political issues which benefit joint programmes. 
Coordination tasks The advisor / technical project staff 
  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation 
  • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects 
  • compiles the relevant information for joint activities and assignments ▪ handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting) 
Required qualifications, competences and experience 
Qualifications 
  • masters/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field, i.e. political or social science, gender studies, conflict and peace studies 
Professional experience 
  • at least 5 years’ professional experience in a comparable position, i.e in the area of women, peace and security, women’s rights, gender equality 
 
Other knowledge, additional competences 
  • very good knowledge of gender equality and women’s rights in (post)conflict contexts and the Women, Peace and Security Agenda/UNSCR1325 
  • very high gender expertise and training expertise as a gender expert 
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office) 
  • fluent written and oral knowledge of the English language ▪ willingness to upskill as required by the tasks to be performed – corresponding measures are 
  • agreed with management
