Responsibilities:

managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior

assisting all infrastructure resp. rehabilitation projects through QUDRA’s Sub-Office, including providing technical advice and assessment, coordination, responding to the needs of the programme, small scale infrastructure projects throughout the assigned geographical area
-
effectively coaching, supporting and following up the technical and financial implementation of local subsidies with the partner institutions throughout the assigned geographical area
-
assisting programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups

The professional advisor performs the following tasks:
1.Advising the partner institution(s)

assists and monitors the development and implementation of programme plans and activities in close consultation with counterparts, essentially
-
assists in reviewing and evaluates technical design, architectural and structural drawing works, bills of quantities (BOQ) and material specifications lists prepared by the field engineers and identifies basic and/or special project needs
-
assists in providing pricing to BOQs and other technical documentation relating to infrastructure programming
-
supports the field engineers in other areas on activities related to the BOQs and tendering construction projects
-
assists in identifying appropriate mechanisms to adapt procurement policies and to tender bids to contractors or local labour (in accordance with GIZ rules and conditions)

in collaboration with field engineers, tracks and assesses technical progress of infrastructure projects vis- à-vis work plan and schedule
-
provides regular weekly report regarding the status of projects, both technically and financially
-
in collaboration with field engineers, be able to identify early warning signals for potential work adjustments and/or contract variations
-
contributes to preparing and implementing the coordination process, joint programme activities and work at the regional level
-
deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the programme’s area of activity
-
develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
2.Networking and cooperation
-
supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships

communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme
3.Knowledge management

ensures knowledge transfer to programme information

develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
-
draws up reports and presentation documents
-
prepares appropriate input for various programme reports including quarterly and annual reports, and contributes to other reports required by the programme manager and GIZ Regional Programme Office
-
assists with research activities and studies on political issues which benefit joint programmes
4.Coordination tasks
-
assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation

coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects

compiles the relevant information for joint activities and assignments
-
handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Required qualifications, competences and experience:
Qualifications
-
masters/MSc in Engineering
Professional experience
-
at least 4 years’ professional demonstrable relevant Engineering – Civil experience
Other knowledge, additional competences
-
very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)

client and service orientation, professional attitude
-
technical competencies and flexibility and focus on processes and their improvements
-
fluent in spoken and written Kurdish, English, Arabic, ideally a knowledge of German
-
professional experience in GIZ or a international company is an asset
