Advisor – Qudra Module

A.Responsibilities
  • As part of a team of Module 5 in Erbil and GIZ Qudra Team in consultation with the Module Team Leader, planning and implementing activities, (e.g., dialogues, workshops, trainings) of Qudra Module 5 in North-Irak/ Kurdistan Region and other partner countries (Jordan, Turkey, Lebanon)
  • Managing research activities in cooperation with local universities and think tanks
  • Preparing inputs for reports to the Module Team Leader, the Qudra Programme Director, GIZ and commission agencies team leader and GIZ Head Office
  • Intensively cooperating and ensuring good communication and flow of information within Qudra team, other GIZ Programmes in North-Irak/KRI, including liaising with other implementing partners and relevant actor
  • Contributing to planning and managing visibility and communication activities of the Qudra
  • Strictly applying a “Do-no-harm” approach in implementing activities
 
B.Tasks
  1. Facilitating dialogue The advisor
  • Ensures intensive teamwork and cooperation with colleagues in the Module 5 as well as with other Qudra colleagues in the programme region.
  • Establishes close cooperation and dialogue with and builds up trustful relations among partners and stakeholders from government, non-governmental organisations and the private sector
  • Prepares, organises and moderates dialogues, workshops and trainings, especially the EU Madad Innovation Lab workshops
 
2.   Knowledge sharing /Visibility
  • Advises participants of EU Madad Innovation Labs on mutual learning, collaboration and developing innovative small-scale prototype development projects
  • Plans, coordinates and follows up on exchange and collaboration activities
  • Contributes to the development of documenting and sharing information methods to be used by the programme and by the stakeholders (e.g. best practice manuals and guidelines)
  • Ensures monitoring and evaluation and documentation of events
  • Contributes to communication and visibility activities, including maintaining contacts to media
  • Compiles relevant information and results of the programme for the online platform and develops content in a professional manner
  • Develops and updates Qudra’s stakeholder engagement analysis and strategy for North-Iraq/ KRI
 
3.   Research and Learning
  • Identifies and defines core issues and vital research and workshop topics together with other Qudra Modules and Stakeholders of Qudra and ensures communication and visibility of research results
  • Establishes partnerships and cooperation between local, regional and international universities on selected topics
  • Develops and introduces tools and methods that foster innovation and the joint development of new initiatives between stakeholders and partners of the programme in KRI, including through research and the EU Madad Labs
4.    Other duties/additional tasks
  • Performs other duties and tasks at the request of the Module Team Leader and the Programme Director
 
C.Required qualifications, competencies and experience
Qualifications
  • Master's degree in International Development, Political Sciences, Social Sciences or a related field. A graduate degree with substantive relevant experience could also be considered.
Professional experience
  • Minimum of 4-5 years of experience in development cooperation programmes and activities in the region, especially with refugee programmes in North-Iraq/ KRI
  • Solid experience in project management, stakeholder networking and management
  • Ability and experience to plan, organize and facilitate events, workshops and conferences that bring together numerous stakeholders at national and regional level
  • Extensive eexperience in facilitating dialogue formats and application of approaches, that foster mutual learning and innovation
  • Ability to work under pressure and coordinate inputs from a wide variety of sources and synthesize those into well-constructed reports
  • Significant experience in monitoring & evaluation and conflict sensitive approaches (DoNoHarm)
  • Experience with elaborating communication and visibility products and conduct of activities
  • Ideally, knowledge of GIZ procedures and instruments, at least strong administrative and organisational skills
  • Very good interpersonal skills including intercultural communication and multi-cultural teamwork skills, and the joy and ability to interact with partners at various levels of government and with non-government organizations
  • Extensive experience in working with refugee/ IDP programmes in the region
Other Knowledge, additional competences
  • Very good working knowledge of ICT (related software, phone, email, internet) and computer applications (e.g. MS Office)
  • Native in Kurdish, excellent knowledge of verbal and written English, knowledge of Arabic would be an asset
