Context:
The Qudra Programme is a regional action financed by the EU Regional Trust Fund in Response to the Syrian Crisis, the 'Madad' Fund and the German Federal Ministry for Economic Cooperation and Development (BMZ) seeking to strengthen resilience for Syrian refugees, IDPs, and host communities in response to the Syrian and Iraqi crises. The programme is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF), Spanish Agency for International Development (AECID), and Hungarian Interchurch Aid (HIA) in programme partner countries of Jordan, Lebanon, Turkey and the Kurdistan Region of Iraq. The intervention draws upon the experience of bilateral projects implemented by these agencies in the partner countries of the programme.
The five modules (Specific Objectives, SO) of the programme are:

· Skills Training
· Social Cohesion
· Supporting Local Administration
· Facilitating Dialogue and Dissemination The multi-sectoral approach enables the Qudra Programme to address the challenges of refugees, IDPs, and host communities in a comprehensive and coordinated manner. Additionally, implementation on a regional level creates opportunities for regional exchange and learning. Qudra in the Kurdistan Region of Iraq under Module 4 aims at strengthening the capacities and portfolios of local governmental and non-governmental organisations providing vocational education, employment promotion, and small business start-up support to improve economic (re-) integration opportunities for returning, displaced, and local population in the Kurdistan Region of Iraq. The published position will specifically focus on these issues under a new sub-module.
Responsibilities:
The advisor is responsible for
— Developing and executing a communication concept of the programme component — Systematically planning and implementing communication activities — Setting up and implementing the monitoring process of the programme components’ activities — Innovation and knowledge management
The professional advisor performs the following tasks:
Tasks:
1. Communication The advisor will be
— Developing communication material (fact sheets, presentations, success stories, articles for newsletters, etc.) — Managing the necessary coordination process and production of publications and material in accordance with GIZ
standards (corporate design, standards for content) — Developing and supporting appropriate communication instruments (emails, newsletters, events) — Dealing with the design, preparation and implementation of workshops, seminars and other events on issues
connected with the programme component’s area of activity
2. Monitoring The advisor will be
— Monitoring the development and implementation of programme component plans and activities in close
consultation with advisors and counterparts
— Preparing data collection instruments (questionnaires, interview guidelines) — Collecting and analysing data — Providing consolidated information for reporting (monthly, quarterly, annually) — Developing and organising quality assurance measures and suggesting necessary changes, improvements and
initiatives
3. Coordination tasks The advisor will be
— Compiling relevant information for joint activities and assignments — Handling order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review,
reporting)
4. Other duties/additional tasks The advisor will be
— Performing other duties and tasks at the request of management
Required qualifications, competences and experience:
Qualifications — Masters/MSc in social sciences, political sciences, or another related field
Professional experience — A minimum of three years of relevant work experience in the field of communication (media, PR, journalism),
monitoring, familiarity with the context of migration and development — Professional experience in project management
Other knowledge, additional competences — Ability to express oneself well both verbally and in writing; polished, target-group oriented style — Editorial experience, experience in writing articles (evidenced e.g. by work samples) — Experience with media production — Experience in project management and monitoring — Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer
applications (e.g. MS Office) — Professional attitude — Excellent written and oral Kurdish, English language skills, ideally a knowledge of Arabic, German — Excellent team-working skills — Excellent organisational, intercultural and interpersonal competence — Professional experience in GIZ or an international company is an asset — Reliability, accuracy, and a strong sense of responsibility — High level of loyalty, integrity, independence and initiative — High degree of flexibility, ability to work under pressure — Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
