A.Responsibilities
In its Economic Transformation activities, the project supports the Government of Iraq to acquire the data basis for fact based policy decisions and investment impact assessments. Data gathering and consequent analysis will be achieved through mobilization of research institutions in universities and academic think tanks. A network of academia will ensure the sustainability of the information flow. Additional actors will be the state statistical office.
The position holder will be responsible for the identification of relevant academic institutions, their capacity building, and network creation to enable government entities to access relevant economic data and analysis of high quality. Furthermore, public offices and administrative entities will be assisted in assessing their data needs and connected data interpretation capacities.
This entails the design of activities, their implementation, and monitoring along the international project cycle in coordination with the project director.
In this context, the position holder fulfils the following tasks:
B.Tasks

Planning & Monitoring
The position holder provides local, practical, and academic knowledge to the project planning process. Content-wise, statistical methods, research management, consultancy services will be leading issues which the position holder elaborates into feasible sustainable development activities and approaches.
The position is responsible for results assessment according to GIZ standard M&E schemes with the preparation of reports and public relation material.

Implementation
The position holder supports the implementation of the project’s operational plan in
coordination with the project director. This may include the full responsibility for certain activities according to the standard project cycle.

Strategic Networking and Stakeholder management
The position holder will built-up university networks and strong linkages to academia. This includes representing the project and its activities, built-up and care for relationships (stakeholder mapping), identification of potential cooperation partners, and being the contact person for research and academia to the project.

Other duties/additional tasks
The position holder will support the project with any additional task if necessary.
C.Required qualifications, competencies and experience Qualifications
Professional experience

Advanced degree in Economics or Political Economics or relevant fields.

At least 7 years of experience in research, research consultancy, or academic organization.

Experiences in organisation building or research network management/building is a strong advantage.

Background in government consultancy is an advantage.

Proven work experience in international development cooperation organisations is an advantage.

Above average academic Arabic and fluent English language proficiencies are mandatory (written and spoken).
