The Qudra Programme is a regional action co-financed by the European Union, through the EU Regional Trust Fund Syria, the German Federal Ministry for Economic Cooperation and Development (BMZ) and Spanish Agency for International Development Cooperation (AECID) seeking to strengthen resilience for Syrian refugees, IDPs and host communities in response to the protracted Syrian and Iraqi crises in Jordan, Iraq, Lebanon and Turkey. Qudra aims at contributing
to mitigating the destabilising effects of the crises in Iraq and to foster social cohesion through responding to the resilience needs of refugees, IDPs, returnees and host communities through
three components:
  1. Education and protection
  2.  Employment promotion and income generation
  3. Local governmental institutions and civil society organisations
In Iraq, the programme is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Hungarian Interchurch Aid (HIA). The project aims in Iraq is to reinforce the national efforts by supporting ministries, municipalities and civil society organisations to improve the level of protection, livelihood and basic services of IDPs, returnees, host communities and refugees.
 
The position holder will support GIZ in implementing its component 3 by identifying, coordinating and coordinating small scale infrastructure projects with the directorates and municipalities for improved basic service delivery and a provision of skills & ’physical’ capacities development through grant schemes and trainings.

Responsibilities
The advisor is responsible for
  • managing his/her areas of responsibility as part of the programme objectives,
  • assisting all infrastructure / rehabilitation projects through QUDRA, including technical advice and assessment, coordination, responding to the needs of the program, for small scale infrastructure projects in the assigned geographical area
  • effectively coaching, supporting and following up the technical and financial implementation of activities with the partner institutions throughout the assigned geographical area (e.g. directorates of water, electricity, health, education, etc.)
  • provide professional advisory services to and cooperate with a broad range of target groups
  • innovation and knowledge management
The professional advisor performs the following tasks:

The advisor
  • monitors the assessment, planning and implementation of project/programme plans and activities in close consultation with counterparts
  • reviews and evaluates technical designs, architectural and structural drawings, bills of quantities (BOQ) and material specifications lists prepared by field engineers and identifies basic and/or special project needs
  • Provides priced BOQs and other technical documentation as required
  • Identify appropriate mechanisms to adapt procurement policies and tender bids to contractors or local labor in accordance with GIZ rules and conditions
  • in collaboration with field engineers, tracks, assesses and reports technical progress of infrastructure projects vis-à-vis work plan, budget and schedule
  • in collaboration with field engineers, be able to identify early warning signals for potential work adjustments and/or contract variations
  • contributes to preparing and implementing the coordination process, joint program activities and work at the regional level
  • deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity
  • develops and organises quality assurance measures and suggests necessary changes and improvements
  • provides regular reports regarding the status of activities, both technically and financially
Networking and cooperation
The advisor
  • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme
Knowledge management
The advisor
  • ensures knowledge transfer to project/programme information
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • draws up reports and presentation documents
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • assists with research activities and studies which benefit joint programmes.
Coordination tasks
The professional, advisory
  • supports with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
  • compiles the relevant information for joint activities and assignments
  • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Required qualifications, competences and experience
Qualifications
  • BSc/MSc in civil engineering, architecture or an area related to the project/programme objectives
  • Experience with GIZ or other development organisations
Professional experience
  • at least 3 years’ professional experience in a comparable position
Other knowledge, additional competences
  • very good working knowledge of ITC technologies and computer applications (related software, MS Office, etc.)
  • fluent written and oral knowledge of English, Arabic is mandatory,
  • willingness to upskill as required by the tasks to be performed
  • valid driving license
