Migration/Reintegration Advisor Migration Advice Centre Context
The Global Programme “Programme Migration for Development” (PME) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to establish migration advice structures in eleven partner countries of German Development Cooperation. The objective of the programme is to strengthen the development-relevant contributions of migrants in their countries of origin and improve the framework conditions for legal migration in selected partner countries. This objective is actively being pursued by the following components: (1) Migration Policy Advice (2) Migration Advice (3) Development-oriented Return of Migrants (4) Diaspora Cooperation (5) Business Ideas for Development.
The Admin /Finance assistant within the Migration Advice Centre is responsible for aspects related to finance and admin matters. The Finance/Admin assistant. He/she closely cooperates with Admin/Finance of GMAC in Erbil. He/she must follow procedures and regulations established by the GIZ office Erbil and adhere to GIZ orientations and standards.
  • Providing and support the project in administrative services,
  • Assisting aspects of financing/admin related issues,
  • Must always follow strictly GIZ rules and regulations for financing/admin
Financial services
  • Assists the project to handle and manage cash as per the GIZ instruction
  • Responsible for administrative aspects of financial management, e.g. bank withdrawals, direct debit orders.
  • Prepares payment vouchers and ensures all relevant supporting documents
  • Assist procurement for project according to rules and regulations and keeps track of inventory
  • Preparation invoices for settlement and prepare PR and SR and GRM according to Giz regulation.
  • Responsible to maintain an inventory of the program assets and consumables.
  • Responsible to calculate fuel consumption checks of project vehicles.
Travel Claims, calculation and preparation for payment
  • Calculates the travel claims for internal travels and prepares the documents for travel claim and payment.
  • Assist to book transportation and flight tickets for internal staff.
General Services
  • Reports all problems with financial administration, procurement and compliance without delay.
  • Files vouchers and documents in accordance with GIZ rules and regulations.
  • Scans all vouchers on a daily, weekly and monthly basis, before submitting.
  • Photocopies and scans documents as needed
  • Translates vouchers and other small documents.
  • Filing financial administration documents and treating the information confidentially
Other duties/additional tasks
  • performs other duties and tasks at the request of the National Coordinator.
Required qualifications, competencies and experience Qualifications Professional experience
  • University degree in financial administration, finance, business administration or certificate/diploma from a commercial academy (accounting).
  • Experience: Minimum of 1-2 years of relevant occupational experience. Work for an international company or development organization is an advantage.
  • Responsibility: Independent execution of tasks according to existing planning and consultation with supervisor and colleagues.
  • Tasks require constructive creative thinking, sometimes also conceptual initiative.
  • Fluent in English, Kurdish and Arabic language proficiencies are mandatory (written and spoken). German language is an advantage.
Other knowledge, additional competencies
  • Microsoft Office Software literacy.
  • Team player, proactive and responsible personality, innovative and flexible.
  •  good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
  • Very good written and oral knowledge of English, Kurdish and Arabic and knowledge of German is an advantage.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
