Background
The Civil Peace Service (ZFD) Program was founded in 1999 as a cooperation of nine German civil society agencies working in the field of non-violent conflict transformation with the German Federal Ministry for International Cooperation and Development as donor. GIZ is one of these agencies and the biggest of them. ZFD’s mission is to build peace with partners in post-conflict societies around the world. Today, ZFD programs are implemented in 22 countries. In Iraq, GIZ started the program in late 2017 and it is still “under construction”. By end of 2019, the program should comprise up to ten international peace advisors and some national who will work with various government and civil society partners.
The two main fields of intervention are: 1. dealing with the crimes committed by the so-called “Islamic State”/Da’esh legally and psychosocially, and 2. enhancing the voluntary return and reintegration of refugees. The program has main target groups: survivors of the crimes, suspected former child soldiers of Daesh who are living in rehabilitation centers and IDP camps, traditional and modern leaders as well as young peace activists from all ethnic, religious, social and political groups.
For this program, GIZ is seeking an Iraqi national for the position of a national Admin & Finance Officer for the next possible start of contract.
General Responsibilities
The Admin & Finance Officer is responsible for

all financial administrative and financial processes within the ZFD program in Iraq in accordance with GIZ standard procedures
-
efficiently cooperating with the staff of the GIZ Service Unit in all relevant tasks

effectively supporting the ZFD Program Manager in financial planning, monitoring and accounting to the donors
-
liaising with partners of the ZFD program and colleagues in a service-oriented and empathetic manner
Tasks
Accounting

The Admin & Finance Officer is responsible for oral and written correspondence with the service unit of GIZ Iraq in Erbil and with the finance officer of the ZFD team in Bonn
-
processing of letters of credit, expenditures, real accounts (payables, receivables) the monthly bank reconciliation
-
handling the cash of the program according to Rules and Regulations of GIZ
-
book keeping of ZFD finances in Winpaccs, Cashbook and Bankbook
-
conducting of direct payments and bank withdrawals as agreed upon with ZFD coordinator
-
advising partners on the financial management of local subsidy agreements and other contracts
-
checking financial reports including the vouchers and receipts submitted by partners for completeness and allocation to cost units and categories, and corrects these where necessary

submitting the end-of-month accounts from the project accounting, cash books and account balance vouchers to the Program Coordinator and forwarding them to GIZ Service Unit

carrying out internal controls in accordance with GIZ’s internal controlling manual

The Admin & Finance Officer

supports the program manager in preparing the annual budget of the program

processes bills from ZFD colleagues

technically supervises the two Logistic Assistants of the ZFD office in Erbil and Duhok
-
monthly checks and submits the payroll list to the HR department in the service unit; handles and checks overtime sheets of the national staff of ZFD

oversees the procurement for the ZFD program team and offices
-
checks the vehicle logbooks and the gasoline consumption

is responsible for filing in accordance with GIZ rules
-
supervises the inventory of physical assets of the program
-
performs other duties and tasks at the request of management
Required qualifications, competences and experience
Qualifications

Bachelor degree in accounting and auditing or similar area

Professional experience

at least 3 years’ professional experience in a comparable position
