Responsibilities:
The accountant is responsible for
-
ensuring that financial administration functions well in accordance with GIZ standard procedures
-
effectively coordinating with the finance manager in Ankara or the Commercial Affairs Department at GIZ Head Office
-
cash payments and deposits at the bank
-
financial planning, monitoring and accounting for GIZ Qudra Kurdistan-Iraq
-
ensuring the capacity development of financial and administrative staff in partner institutions in terms of financial management and procurement provisions of local subsidies through workshops, training on-the-job
-
ensuring the financial implementation of local subsidies with the partner institutions
-
coaching, supporting and following up the financial implementation of local subsidies with the partner institutions
Tasks:
Financial services
The accountant
-
monitors income, expenditure and the monthly bank reconciliation
-
manages the processing of letters of credit
-
monitors real accounts (payables, receivables) and reports regularly to the program component manager and the finance manager in Ankara
-
maintains accurate, transparent Cash Book to show the Credit, Debit and balance of the amount clearly on daily bases
-
handles a cash book for each currency separately
-
prepares transparent voucher with a clear purpose explanation and endorsement of the authorised person for every financial transaction
-
maintains and updates of cash journals accurately on daily and monthly bases
-
cash holding and cash book to be reconciled on daily and monthly base
Internal control
The accountant
-
checks the vouchers and receipts submitted by the program for completeness and allocation to cost units and categories, and corrects these where necessary
-
advises on financial aspects of the programme
-
carries out internal controls in accordance with GIZ’s internal controlling manual
General services for Qudra
The accountant
-
prepares monthly and annual budgets and monitors deviations
-
carries out accounting tasks using WINPACCS accounting software and prepares monthly end-of-period accounts and bank reconciliation vouchers
-
submits the end-of-month accounts from the programme accounting, cash books and account balance vouchers (through or from WINPACCS) to the program component manager and forwards them to Qudra programme office
-
routinely monitors costs using GIZ WINPACCS software in accordance with programme requirements
-
prepares quarterly/annually analyses of expenditure compared to total program budget (budget monitoring)
-
prepares financial contributions
Other duties/additional tasks

reports all problems with financial administration and compliance without delay

is responsible for filing in accordance with GIZ rules

performs other duties and tasks at the request of management
Qualifications
-
BA in accounting and auditing or similar area
Professional experience
-
at least 3 years’ professional experience in a comparable position
Other knowledge, additional competences
-
in-depth knowledge of accounting software
-
Strong numeric skills
-
Ability to follow set procedure and instructions
-
Ability to manage and prioritize complex situation to meet demands of different departments
-
Excellent and demonstrable administrative skills, files management and archiving
-
good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)

confidential handling of data and information

Flexibility and willingness to support others

excellent knowledge of Kurdish, English, ideally a knowledge of German willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
