WCHAN is seeking a qualified and highly motivated individual who can ensure that UNHCR and WCHAN programmes in Sulaymaniyah Governorate and Garmiyan Administration, Iraq maximizes refugees and IDPs community participation and capabilities. The Accountability Officer will work in close collaboration with UNHCR, to ensure all UNHCR programmes maintain high standards of accountability to People of Concern in line with international humanitarian standards.
Essential Duties and Responsibilities:
  • Monitoring and track various community complaints and feedback;
  • Manage and monitoring the Inter Agency Feedback Mechanism in IDP and Refugee camps;
  • Track the complaints, feedback, suggestions and enquires that refugees and
  • IDPs makes as part of overall UNHCR projects;
  • Visit distribution sites and ensure to receive feedback and inputs from the affected population;
  • Review and Generate summary reports of weekly and monthly inputs;
  • Track the closing of complaints loop by ensuring every complaint is processed and appropriate response is generated and responded to the particular compliant;
  • Monitoring and track various community complaints and feedback;
  • Track the complaints, feedback, suggestions and enquires that refugees
  • makes as part of the food assistance project;
  • Receive, process and respond to Persons of Concern (PoCs) feedback and
  • complaints and guide PoCs seeking help through field visits, and other
  • complaints and feedback mechanisms;
  • Support PoCs by providing information to related services from UNHCR,
  • WCHAN and other partner organizations;
  • Maintain a proper filing system for all the complaints and feedback with filling codes;
  • Organize public meetings and focus group discussions;
  • Engage with all relevant stakeholders, NGOs and UN agencies to ensure acoordinated and consistent approach to accountability.
Scope of Supervision/Reporting Line
The Accountability Officer will administratively be under WCHAN but directly
supervise/reports to UNHCR Associate Protection Officer/Protection Officer.
UNHCR Associate protection officer will monitor the responsibility of the
Accountability Officer and evaluate accordingly.
Required Compentencies & Professional Experience 

Bachelor and/or Graduate degree in Social Sciences, International Development,
International Relations or related field
  • Minimum of 3 year experience in relief and development work.
  • Minimum 2 year experience in humanitarian accountability design and implementation.
  • At least 2 years field experience working in international relief andhumanitarian affairs.
Knowledge & Skills:
  • Familiarity with humanitarian accountability standards and other international quality assurance mechanisms, including Humanitarian
  • Accountability Partnership, Do No Harm, People in Aid Code of Good Practice, etc.
  • Ability to work in and contribute to team building environment.
  • Cross-cultural sensitivity, flexible world view, and emotional maturity. Fluent in Arabic and English.
  • Excellent written and oral communication skills. Experience integrating
  • international humanitarian standards in emergency programming (including humanitarian accountability).
  • Experience engaging in learning events (training).
  • Experience developing and implementing complaints and feedback systems.
  • Experience in promoting community participation in all stages of the project.
  • Experience developing and implementing community information provision and consultation processes.
  • Experience in project design, proposal development, and writing reports
  • Experience in translation (Arabic, English, Kurdish)
