MSELECT is looking to hire a Facilitator for an international organization in Ninewah. Candidates must have at least 3 years of relevant work experience in project/programme management and be fluent in English, Arabic and Kurdish.

PURPOSE AND SCOPE OF WORK

Facilitators are expected to carry out a range of duties, as outlined below, to support organizations work in monitoring projects and programmes in areas that are not accessible to staff. Facilitators are identified among Iraqi citizens with specific experience and a thorough knowledge of the territory in which they operate, based on their residency and/or work experience.

MAIN RESPONSIBILITIES

The Facilitator

  • Undertakes regular situation monitoring in specific areas based on specific requests, to assess the overall situation and any unmet needs in particular of women and children in these areas.
  • Undertakes regular field visits to monitor projects/programmes.

Field monitoring will focus on:

  • Assessing project/programme implementation according to the PCA (Programme Cooperation Agreement) or SSFA (Small-Scale Funding Agreement), or corporate and service contracts (construction, water trucking etc.).
  • Verification of supplies delivered and works undertaken, including reported progress any delays and bottlenecks;
  • Post-distribution monitoring of supplies to assess the beneficiaries’ views in terms of quality, timeliness and relevance of supplies delivered. 
  • Monitoring the overall performance of project/programme implementation 
  • Reporting any actual or potential deviation from implementation plans through a report following the required format, and at a frequency guided by the duration of the project.
  • Verifies and validates data in progress reports prepared by implementing partners
  • Performs due diligence for new partners as guided by supervisor, including filling out all required organization due diligence forms
  • Communicates, coordinates and manages relationships, if required with implementing partners, in consultation with the respective Chief of Field Office or his/her delegate.
  • Assists with winterization and other emergency activities as requested by supervisor, and in close collaboration with Emergency Officer(s)
  • Any other programme specific related task assigned by supervisor
  • Immediately following any field visit, the facilitator produces a field trip report according to a standard format and submits the report to his/her supervisor, and if requested, the facilitator also provides immediate update to his/her supervisor by phone/email

CONDITIONS OF WORK

  • Facilitators are employed and supervised by the Contractor, and all administrative and entitlement related matters (including salaries, allowances, insurances, working premises, stationery and office equipment/supplies, computer equipment and transportation) will be provided and managed by the Contractor.
  • Facilitators provide a service to organization and are not considered organization staff members or consultants.
  • Being contracted by the Contractor does not carry any expectation of being considered for organization positions.
  • Upon signing of the contract with the Contractor, Facilitators will be asked to sign a Code of Conduct which will bind them to an agreed set of standards governing their conduct. 
  • While Facilitators are not staff members, they are required to conduct themselves in a manner consistent with the Principles of the organization as well as humanitarian principles but not covered by the Immunities and Privileges provided to Staff.
  • Prior to deployment, Facilitators will receive a standard orientation by the Contractor on all administrative and entitlement-related matters. Organization will subsequently provide an orientation on key technical programmatic matters related to Facilitators’ main duties and responsibilities.
  • Facilitators are not expected to work at organization offices. Only in certain situations and on a case by case basis the respective Chief of Field Office may allow facilitators to temporarily use a work space at the organization Field Office for duty-related matters.
  • Technical guidance on duties and responsibilities will be provided by the respective Chief of Field Office (CFO) or his/her Officer in Charge for the area where the Facilitator is deployed. All instructions to Facilitators relating to their main responsibilities with organization, will be provided only by the Chief of Field Office (CFO) or his/her Officer in Charge.

REQUIRED QUALIFICATIONS AND COMPETENCIES

  • Residence of facilitator should be in Ninewah

EDUCATION

  • University degree in a field related to the scope of work.
  • For WASH programme, At least B.Sc. degree in Engineering. B.Sc. degree in administration and economy or related specialty is an asset. 

WORK EXPERIENCE

  • At least three to five years of progressively responsible relevant work experience in project/programme management, monitoring and reporting.
  • Experience in collecting and compiling quantitative and qualitative data is an asset.
  • Experience working in a humanitarian context is an asset.
  • Experience working with NGO programmes/projects is an asset.

LANGUAGES

  • Fluency both verbal and written in English, Arabic and Kurdish is an asset.
  • Local language of the area where the Facilitator is to be deployed is essential.

REQUIRED COMPETENCIES

  • Excellent Negotiations skills with and administrative influence on the authorities/counterpart departments and partners. 
  • Excellent analytical skills, including the ability to analyse diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.
  • Good report writing skills.
  • Capacity to work in an emergency context under stressful conditions and strict deadlines.
  • Good communication and networking skills, including the ability to work in multidisciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.
  • Good computer skills, including experience with various software applications.
