MSELECT is looking to hire a Fleet Manager for an international development organization in Erbil. Minimum 4 years of previous relevant job experience and excellent command of English and Kurdish language speaker

The Fleet Manager performs the following tasks:
A. Tasks 1. Supervision and engagement of staff vehicle movements
  • Providing the management with monthly reports on vehicle status & usage, fuel issued and servicing
  • Developing strategies for greater fuel efficiency
  • Tracking of a fleet operation and reporting, including the creation of performance, efficiency, vehicle/equipment maintenance and reports
  • Ensure that the drivers follow the rules, regulations and SOPs
  • Monitor and ensure the fleet operation complies with local rules of KRI
  • Establishing and maintaining electronic databases of inspections and maintenance to best manage the fleet
  • Ensure that all drivers have the licenses and permits they need to operate in KRI legally Plan, process and execute vehicle and driver replacement through efficient settlements
  • Facilitate and implement corrective actions and capacity building to manage the entire fleet to achieve organization objectives
  • Ensure preventive maintenance programs are carried out as per schedule and monitor post repair performance
  • Analyze vehicle status and make recommendations for timely replacement, including the type of vehicles, spares etc. in order to improve cost-efficiency
  • Control transfer and movement of vehicles between project locations as required by operations and management
  • Ensure fleet availability to meet all requests by scheduling, forecasting and surveying current user trends
  • Implement, maintain and develop policies and processes to ensure fleet operates effectively and efficiently, educating staff with the industry’s concepts, practices and procedures
  • Regularly review and update vehicle fleet related policies at least once a year
2. Managing drivers’ schedule
  • Gets acquainted with all the drivers and creates a good relationship and working atmosphere with them
  • Developing efficient driver schedules to maximize profits
  • Managing drivers, so they adhere to strict schedules
  • Monitoring driver behavior and ensuring a high level of quality movements are serviced.
3. Operationalization Fleet
  • Monitor and predicting the procurement needs as well as ensuring the records of vehicle life cycles (service intervals, repairs, insurance, mileage, washing internal and external, fueling, tires and oil)
  • Budget management of fleet repairs, on costs and administrative costs
  • Responsible for organizations generators such as general services, service schedule, repair and reporting
  • Intensive Travel to the field projects regularly is required
  • Organize the fleet purchases in close collaboration with the logistics manager
  • Enabling the fleet and ensuring driver daily management
  • Providing a plan for each driver regarding their training needs
4. Digitization
  • Ensuring the digitization of fleet management by working on a program management cell with the RMO and Dispatch liaison
  • Create an online system to show continuous improvement throughout all areas of organization's Fleet Management
  • Ensuring there is an online system where all incident reports are monitored, recorded and followed up
5. Other duties/additional tasks
  • Immediately reports all incidents regarding transportation to the RMO and if required the dispatch
  • Takes on other tasks assigned by the Risk Management Office
B. Required qualifications, competencies and experience
  • Diploma or university degree in an area that is related to the project/program objectives
Professional experience
  • Minimum 4 years of previous relevant job experience
  • Minimum ten years dealing in stressful environments
  • Experience working with vehicles is also an asset
  • Valid driver’s license
Other knowledge, additional competencies
  • Good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or another database programme)
  • Command of English and Kurdish language speaker
  • Good management and organizational skills
  • Stress-resilience and patients able to decide quickly and precisely even under stress
  • Flexibility in managing duties out of regular office hours
  • Ability to function well in a multi-cultural environment
